The Paris Agreement aims to hold the increase in the global average temperature to well below 2°C above pre-industrial levels (and pursue efforts to limit it to 1.5°C), but does not refer specifically to greenhouse gas emissions from the international maritime transport sector. This Report outlines the findings of a project commissioned by the Nordic Council of Ministers, focusing on opportunities for Nordic countries to achieve a transition to low-carbon shipping at national, regional and global scales. It is informed by discussions at the World Maritime University in Malmö in December 2016 between representatives of governments, businesses, NGOs and the research community. The Report presents a low-carbon roadmap for shipping with actions and outcomes concerning low-carbon technology, ship operations, finance, public policy, and public-private partnerships.

The maritime industry plays an important role in international trade activities and the global economy. It is estimated that international shipping carries approximately 80% of global trade by volume and more than 70% by value. However, increasing maritime activities have had a negative impact on the marine environment and human health. For example, in November 2002, a tanker carrying 77000 tons of fuel oil sank in the Bay of Biscay, which polluted thousands of kilometers of Western European coasts, rivers, streams and swamps. Oil spills caused by ship accidents and other pollution associated with maritime activities have attracted considerable attention in the research community. A large number of studies on shipping pollution have been conducted across different disciplines. As the backbone of global trade, international maritime transport connects the world and facilitates economic growth and development, especially in developing countries. However, producing around three percent of global greenhouse gas (GHG) emissions and emitting around 15 percent of some of the world's major air pollutants, shipping is a major contributor to climate change and air pollution. To mitigate its negative environmental impact, shipping needs to abandon fossil-based bunker fuels and turn to zero-carbon alternatives. This report, the “Summary for Policymakers and Industry,” summarizes recent World Bank research on decarbonizing the maritime sector. The analysis identifies green ammonia and hydrogen as the most promising zero-carbon bunker fuels within the maritime industry at present. These fuels strike the most advantageous balance of favorable features relating to their lifecycle GHG emissions, broader environmental factors, scalability, economics, and technical and safety implications. The analysis also identifies that LNG will likely only play a limited role in shipping's energy transition due to concerns over methane slip and stranded assets. Crucially, the research reveals that decarbonizing maritime transport offers unique business and development opportunities for developing countries. Developing countries with large renewable energy resources could take advantage of the new and emerging future zero-carbon bunker fuel market, estimated at over $1 trillion, to establish new export markets while also modernizing their own domestic energy and industrial infrastructure. However, strategic policy interventions are needed to hasten the sector's energy transition.

The IMO has set a target goal to reduce 40% of greenhouse gas (GHG) emissions by 2030, with the aim of pursuing efforts towards 70% reduction by 2050. In order to achieve this goal, accurate prediction of ship resistance and identification of effective resistance reduction measures are crucial. This thesis presents a ship resistance evaluation model that aims to accurately predict the added resistance experienced by a ship in high seas based on its physical characteristics and operating conditions. The model is developed as part of the ship decarbonization movement with the goal of helping to optimize ship performance and reduce fuel consumption. The model is developed using a combination of experimental data and computational evaluations. The performance of the model is validated against sea trial measurements. The results show that the proposed model is able to accurately predict ship resistance for a wide range of vessel types and operating conditions, and estimate the added resistance based on a reliable sea state database (ERA5 from ECMWF). The model is applied to evaluate the added resistance for a cross-pacific route, providing valuable insights for ship operators working towards the goal of reducing GHG emissions by 70% by 2050. In addition to the model development, this thesis also discusses and tests the use of vortex generators (VGs) as an innovative tool for ship resistance reduction. The theory shows that the use of VGs is an effective method for potentially reducing ship's form factor resistance, with an expected reduction of up to 30% of total resistance. While the research shows that the use of vortex generators can be an effective method for reducing ship resistance, further research is needed to optimize the size, shape, and position of these generators in order to maximize their effectiveness. Overall, the model and the use of vortex generators are expected to be valuable tools for ship designers, operators, and researchers working towards the decarbonization of the shipping industry.
