Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. Adopting an interdisciplinary approach drawing on the best new research from the fields of international relations, security studies, strategic studies and maritime history, the book examines the diversity of experience amongst different smaller navies and also establishes areas of similarity. The expanding economic and political power of China and India have led each country to extend its naval operations into the other's region of influence in order to safeguard economic/national interests. This expansion has led to suspicion and increased tension between the two countries. The thesis postulates that the continued operational expansion of China and India's naval forces into each other's claimed maritime domain is likely to trigger alliance formations and a naval arms buildup between the two countries which could lead to confrontation and conflict in the near future. This thesis is supported by evidence of active naval modernization programs initiated by China and India as well as the pursuit of security relations with countries in each other's respective regions. Conflicting strategic cultures, a history of antagonistic relations and differences in long-term strategic objectives warn of the possibility of a coming confrontation, which may now have a maritime dimension. The volatility of the situation could have an effect on not only the maritime security climate, but on the security of mainland Asia itself and has implications for future U.S. security policy in the region.

National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. In response to the Chief of Naval Operations (CNO), the National Research Council appointed a committee operating under the auspices of the Naval Studies Board to study the national security implications of climate change for U.S. naval forces. In conducting this study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response. The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change or challenge the scenarios on which the committee's findings and recommendations are based. National Security Implications of Climate Change for U.S. Naval Forces addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the TOR, and provides corresponding findings and recommendations. This report and its conclusions are organized around six discussion areas--all presented within the context of a changing climate.
