Regulatory Gaps In Baltic Sea Governance written by Henrik Ringbom and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-04-04 with Law categories.

The focus of this publication is the uniqueness of the Baltic Sea from a legal perspective, and the regulatory voids that result from the multiple layers of regulation this area is subjected to: up to six layers of regulation (general international law, regional conventions, EU law, national laws, local and municipal rules plus a whole range of non-binding norms and other 'soft law' arrangements) act in parallel. However, a large number of rules or regulatory layers does not in itself ensure effectiveness or consistency. When the regulatory landscape is approached from the point of view of individual substantive topics, it is apparent that the norms of different regulatory layers entail both overlaps, gaps and uncertainties, differently for each topic. This publication addresses a selection of topics that are decidedly international in nature, but for which current international and EU rules include important gaps or uncertainties. In addition to presenting a set of legal analyses of topical issues for the region, which in itself is a meritorious objective in view of the relative scarcity of legal studies with a focus on the Baltic Sea, the publication also seeks to analyze the regulatory 'anatomy' of the selected issues in more detail. Through the legal analyses the chapters explore how regulatory gaps are formed, how they are filled, how the rules of the different layers work together and interact with each other in the selected areas. Accordingly, the secondary ambition is to explore, through the chapters, whether more general conclusions can be drawn about the nature of the regulatory gaps and multi-layerism in order to produce a better understanding of how regulations on multiple levels operate in practice.

The report Baltic Sea Security: Regional and Sectoral Perspectives offers a multifaceted discussion of the complex security issues affecting the Baltic region that have important implications for the cohesion of the wider Transatlantic alliance. The Baltic littoral countries have chosen to respond to similar security concerns using differing approaches, keeping the region's strategic situation a challenging puzzle for the future. In 2019 and 2020, scholars Olevs Nikers and Otto Tabuns, the founders of the Riga-based Baltic Sea Security Initiative, gathered together regional and international experts and security professionals to provide an in-depth analysis of the current levels of defense and security cooperation among the Western countries in the Baltic basin. This series of discussions focused on 1) military cooperation and interoperability in maritime and air defense, 2) societal resilience in resisting information warfare and other hybrid threats, as well as 3) a joint approach to dealing with economic, financial and critical infrastructure threats. In addition to elucidating the variety of national perspectives in the region, the work of the experts spotlights the significant regional and sectoral issues that overstep the boundaries of national policy. Moreover, the study identifies the current limitations of international organizations such as NATO and the EU to respond to the threats faced by their Baltic littoral member states. Long-term strategic coordination among the Baltic partnering nations should be on the minds of all regional security and defense stakeholders. This report is intended to aid in that endeavor and to serve as a valuable resource for policymakers, professionals and scholars seeking to address the challenges facing the West in the Baltic Sea region.

They then give a detailed overview of the Baltic, examining the formal mechanisms and organizations for regional environmental cooperation, and formulating the means for building regional confidence. Operations in littoral waters present numerous challenges for modern navies, challenges that are especially acute in the waters of the Baltic Sea and around Northern Europe. Russia’s increasing menace above, on, and under the waves—combined with its deployment of new and upgraded maritime capabilities and considerable commercial and civilian activity in the region—calls for enhanced vigilance from the United States and its allies and partners. This report explores the changing nature of maritime domain awareness (MDA) in the Baltic Sea and Norwegian Sea and offers recommendations for establishing effective MDA in these basins. Ultimately, the challenges in these regions necessitate multilateral, networked, and cost-effective solutions that leverage advancing technology and enhanced operational concepts.
