Zum Schutz der Umwelt wird in Deutschland vornehmlich eine Politik der Verbote und der Gebote betrieben. Ökonomen beklagen die Ineffizienz dieser Instrumente, können sich mit ihrer Forderung nach einer marktkonformen Umweltpolitik aber nicht durchsetzen, weil einerseits die immensen Kosten der Einschränkung wirt schaftlicher Entscheidungsfreiheit nicht belegbar und andererseits die vermeintli chen Kosten etwa einer Umweltsteuer für jedermann greifbar zu sein scheinen. Dabei offenbart die sehr emotional geführte Diskussion um die Einführung einer ökologischen Steuerreform die tiefe Unkenntnis der Bevölkerung, aber auch sehr vieler Diskutanten über umweltökonomische Zusammenhänge. Dies hat zwei Gründe: Zum einen ist der Sachverhalt sehr komplex, weil die durch die wirt schaftlichen Aktivitäten entstehenden Umweltbelastungen nur in einer detaillierten Analyse erfaßbar sind. Zum anderen handelt es sich um langfristige Zusammen hänge, die auch einer entsprechenden Perspektive in der Politik bedürfen. Mit dem vorliegenden Buch wollen die Autoren einen Beitrag zur Versachli chung der Diskussion im Bereich der Klimaschutzpolitik leisten. Das Buch bietet eine ausführliche Darstellung des umweltökonometrischen Modells P ANT A RHEI, das empirisch fundiert in tiefer Disaggregation die umweltökonomischen Zusammenhänge im Bereich der Luftschadstoffemissionen für Deutschland abbil det. Das Modell wird dann als Instrument zur Untersuchung der Wirkungen unter schiedlicher Maßnahmen marktkonformer Umweltpolitik zur Reduktion von Luft schadstoffemissionen eingesetzt. Die Ergebnisse dieser Rechnungen werden aus führlich kommentiert und einer bewertenden Analyse unterzogen.

Environmental policy may produce effects which go beyond the scope of the specific policy’s initial aim. Reforestation, for example, generates positive benefits not only in the shape of climate protection but also in the shape of the combat of biodiversity loss and it may also raise the attractiveness of a region for tourists. There are several examples of environmental policies, generating initially unintended co-effects. These co-effects are not always positive, of course. This book addresses the wide range of (co-)effects associated with environmental policies which may increase or decrease the attractiveness of these policies. Therefore, the book’s scope goes beyond the standard economic analyses, which regularly postulate a specific cause-and-effect chain. The complexity and wide range of benefits is investigated from different perspectives and by means of different methodologies. Among the environmental policies discussed are climate mitigation policies as well as adaptation policies. The inclusion of all relevant effects of environmental policy (and therefore not only of the primarily intended effects) tends to have a strong impact on the efficient policy design. The areas which are covered by the book will be of great interest mainly for economists (environmental economics, ecological economics), ecologists and political scientists as well as practitioners, scientists and policy makers.

Dialogue on global warming has progressed from the Kyoto Protocol to meetings in Copenhagen and Cancun and will soon resume in meetings in South Africa. Some observers consider the Copenhagen conference a failure. EU representatives, in contrast, present an optimistic evaluation of achieving a global temperature rise limit of not more than 2°C by 2100. Geoscience researchers and lead investigators of the Intergovernmental Panel on Climate Change (IPCC) have supported CO2 emission reduction pledges and contend that we can achieve the 2°C limit through international coordination. This position conflicts with evaluations of United States Congressional and Presidential advisors, who do not believe the Copenhagen CO2 reduction commitments can hold the global warming increase to below 2°C and who have not supported the agreement.
