In recent years, there has been a strong push for worldwide improvements in primary education. Many of the corresponding goals and policies find their foundation in a vast literature that demonstrates the wide-ranging benefits of educating females, including widely-accepted evidence that the children of educated women are much more likely to receive formal schooling. However, understanding of the causal mechanism that drives this relationship is lacking. This paper will use household survey data from the Learning and Educational Achievement in Pakistan Schools (LEAPS) Project from 2003 to further examine the role of maternal education in household decisions regarding children's enrollment in primary school. Results from probit analysis indicate that higher maternal education levels increase the likelihood that a mother will participate in the decision to enroll her children in primary school, and do so in addition to the effect of maternal contributions to household income that higher education levels may allow. This paper also notes household and child characteristics that increase the likelihood of maternal participation in the household decision-making process and concludes with the policy implications of these findings.

Drawing on data from the 1995 National Household Education Survey, this report examines the characteristics of the care and education children receive on a regular basis before they enter school. The report focuses on various characteristics of child care arrangements categorized into two groups: those that have been associated with children's development and those that stem from parental concerns other than child development, such as family budget or work schedules. Following an introduction detailing data sources and limitations and what characteristics of child and family and of non-parental care are of interest, the report presents factors and findings in the following areas: (1) what were children's experiences in non-parental care in 1995; (2) what factors were associated with the types and characteristics of the child care arrangements that parents chose; (3) what were parents' sources of information and preferences regarding child care arrangements; (4) what were parents' preferences related to the attributes of the child care arrangements they selected; and (5) what were parents' preferences related to the types of arrangements they selected. The final section of the report provides a summary and conclusions. Among the findings highlighted are the following: (1) compared with children who did not have various characteristics associated with school failure, children who had these characteristics spent more time in nonparental care and were more likely to be in multiple care arrangements; (2) parents valued having their children cared for by a trained provider and with a small number of children, cost of child care was almost as important as the number children cared for; (3) a variety of other child care characteristics were related to parents' choices, including distance between home and care, whether sick child care was available, and whether English was spoken most of the time; and (4) inconsistent relationships were found between cost of care and characteristics associated with positive child outcomes. Female education levels are very low in many developing countries. Does maternal education have a causal impact on children's educational outcomes even at these very low levels of education? By combining a nationwide census of schools in Pakistan with household data, the authors use the availability of girls' schools in the mother's birth village as an instrument for maternal schooling to address this issue. Since public schools in Pakistan are segregated by gender, the instrument affects only maternal education rather than the education levels of both mothers and fathers. The analysis finds that children of mothers with some education spend 75 minutes more on educational activities at home compared with children whose mothers report no education at all. Mothers with some education also spend more time helping their children with school work; the effect is stronger (an extra 40 minutes per day) in families where the mother is likely the primary care-giver. Finally, test scores for children whose mothers have some education are higher in English, Urdu (the vernacular), and mathematics by 0.24-0.35 standard deviations. There is no relationship between maternal education and mother's time spent on paid work or housework - a posited channel through which education affects bargaining power within the household. And there is no relationship between maternal education and the mother's role in educational decisions or in the provision of other child-specific goods, such as expenditures on pocket money, uniforms, and tuition. The data therefore suggest that at these very low levels of education, maternal education does not substantially affect a mother's bargaining power within the household. Instead, maternal education could directly increase the mother's productivity or affect her preferences toward children's education in a context where her bargaining power is low.
