This document contains the mathematics content standards for California public schools for grades K-12. With the adoption of these content standards in mathematics, California is going beyond reform and redefining the state's role in public education. For the first time, the content that students need to acquire at each grade level is specifically stated. These standards are rigorous. The content is attainable by all students, given sufficient time, except for those few who have severe disabilities. These standards are regarded as firm but not unyielding and will be modified in future years to reflect new research and scholarship. This document is the result of the California Mathematics Task Force assigned to address the need to improve the mathematics achievement of California's students. Five recommendations are made and discussed: (1) The State Superintendent of Public Instruction (SSPI) must establish clear and specific content and performance standards for mathematics and work with districts and schools to make these standards achievable by all students; (2) SSPI, the California Legislature, and the Governor must move quickly to establish a stable, coherent, and informative system of assessment for all California students; (3) SSPI must take immediate steps to guarantee high-quality classroom mathematics instruction for all students by providing adequate time, adequate instructional materials, mathematically powerful teachers, and additional time during the school day and year for teachers to collaborate to help students succeed; (4) SSPI must act immediately to establish a management, research, and information system to answer basic questions about the operation and effectiveness of mathematics policies and programs, including the implementation and effectiveness of the state's "Mathematics Framework", and (5) School administrators and staffs must move quickly to work with parents to identify the responsibilities of the school and home that support the parents' role in their children's education. The arts convey knowledge and meaning not learned through the study of other subjects. Study of the arts employs a form of thinking and a way of understanding based on human judgment, invention, and imagination. This publication represents a strong consensus on the skills, knowledge, and abilities in dance, music, theater, and visual arts that all students should be able to master at each grade levels, pre-kindergarten through grade twelve, in California public schools. The standards were built on the components of arts education contained in the "Visual and Performing Arts Framework for California," which was adopted in 1996. The strands and standards in this publication describe the content that students need to master by the end of each grade level or cluster of grades (grades 9 through 12 at the proficient and advanced levels). For each arts discipline the content standards are grouped under five visual and performing arts strands: artistic perception; creative expression; historical and cultural context; aesthetic valuing; and connections, relations, and applications. At each grade level, pre-kindergarten through grade eight, content standards are specified for each strand. For students in grades 9 through 12, the proficient level of achievement can be attained at the end of one year of high school study within an arts discipline after the student has attained the achievement level required of all students in grade eight. The publication is organized according to the four arts disciplines: dance, music, theater, and visual arts. A glossary of key terms is provided at the end of the standards for each of the arts. (BT)
