PURPOSE Marine Corps Warfighting Publication (MCWP) 3-35.3, Military Operations on Urbanized Terrain (MOUT), provides doctrinal guidance and detailed information on tactics, techniques, and procedures to be employed in MOUT within the operating forces. 2. "The purpose of this monograph is to answer the question; are current techniques and doctrine for fire support development capable of overcoming the challenges posed by future MOUT warfare? In doing so this monograph will explore current and future firing platforms, munitions and doctrine to determine if they meet the future challenges of fire support in a MOUT environment. This is important because the effects of collateral damage from area fire weapons are the most difficult to control and in some instances the rules of engagement are such that certain weapon systems become prohibitive to use. With the increased technology and accuracy of indirect fire weapons and the use of smart munitions it may be possible to incorporate fire support systems in a MOUT environment that provides adequate firepower but also limits the amount of collateral damage incurred. Evidence based on historical examples of the use of indirect fire weapons will demonstrate the need to use these systems in a in MOUT environments. Research on doctrinal fires support methods will be accomplished using current FM-6 series, White Papers, and the Field Artillery Journal. Research on MOUT operations will be accomplished using FM 90-10, MCWP 3-35, FM 90-10-1, technical reports on weapons systems, and other associated publications. MOUT operations research will also be conducted through the MOUT web site and the use of numerous secondary sources available through agencies such as CALL. Fire support technologies and doctrine currently under development are capable of overcoming the challenges posed by future MOUT warfare. The fire support community continues to develop firing platforms, munitions, and doctrine that will provide fire support in a future MOUT environment."--Abstract

Over 5,300 total pages .... MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air- Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. Throughout the Cold War the U.S. Army prepared to defeat a Warsaw Pact attack into Western Europe. With the fall of the Berlin Wall came the end of the Cold War and increased involvement by the U.S. Army in Military Operations Other Than War (MOOTW). How the U.S. Army should address MOOTW tasks in training while maintaining the skills necessary to fight a high intensity conflict (HIC) is an issue of much debate. This monograph examines the question of whether a tactical unit focused on High Intensity Conflict (HIC) can become proficient in tasks required in the execution of MOOTW (specifically Peace Operations) through training to successfully execute MOUT (Military Operations on Urban Terrain) To examine this question, the monograph presents the doctrinal terms and environments of High Intensity Combat (HIC), Military Operations Other Than War (MOOTW) and Military Operations On Urban Terrain (MOUT) to highlight the similarities and differences between them and surveys the frequency with which each has occurred since 1932. The monograph presents a summary of a comparison of sixty rifle battalion, forty-five rifle company, and fifty rifle Platoon and Squad HIC tasks from seven different division's Mission Essential Task Lists (METLs) with current U.S. Army MOOTW Doctrine. The monograph concludes that the majority of HIC and MOOTW tasks are redundant. Furthermore, the monograph finds that MOUT provides a unique environment in which to train infantry rifle battalions, companies, platoons and squads simultaneously for HIC and MOOTW. The monograph presents recommendations outlining changes that need to be made to the current U.S. Army MOUT doctrine to support MOUT as a training environment for both HIC and MOOTW. --Abstract.
