The structure of development aid assumes a relationship between donor and recipient. This relationship assumes the products and processes that a donor provides is a development priority for developing countries; that the developing country will participate in the planning and implementation of the initiative; and that the host government will maintain and sustain the products and processes after the developed countries or donors have discontinued their support. While country ownership's value is assumed to be beneficial, there is no universally accepted definition and no systematic measurement of the concept has been developed. This research project contributes to a growing discourse on country ownership in the context of development aid. Its significance is that it attempts to measure this concept using performance based contracting process, which has not been done previously. This research also sought to document testable intervening variables for connecting the country ownership of the performance-based contracting to health outcomes. Therefore, it sought to raise the issue of country ownership from merely theoretical to more concrete.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Assets generate and help diversify income, provide collateral to access credit, alleviate liquidity constraints in the face of shocks, and are key inputs into empowerment. Despite the importance of individual-level data on asset ownership and control, and that most assets are owned by individuals, solely or jointly, it is typical for the micro data on asset ownership to be collected at the household level, often from only one respondent per household. Even when the data are collected at the individual level, with identification of reported or documented owners of a given asset within the household, the information is still often solicited from a single respondent. Further, the identification of owners is seldom paired with the identification of individuals who hold various rights to assets, limiting understanding of the interrelationships among ownership and rights, and whether these relationships vary across individuals. Through a review of the existing approaches to data collection and the relevant literature on survey methodology, this paper presents an overview of the current best practices for collecting individual-level data on the ownership and control of assets in household and farm surveys. The paper provides recommendations in three areas: (1) respondent selection; (2) definition and measurement of assess to and ownership and control of assets; and (3) measurement of the quantity, value, and quality of assets. Open methodological questions that can be answered through analysis of existing data or the collection and analysis of new data are identified for future research.

The idea of viewing individuals’ knowledge and abilities as an asset—as human capital—can be traced back to the work of Adam Smith in the 18th century. But human capital is intangible, and hence hard to define and measure. Increasingly, however, policymakers are calling for ways to understand and quantify human capital, in order to better understand what drives economic growth and the functioning of labour markets, to assess the long-term sustainability of a country’s development path, and to measure the output and productivity performance of the educational sector. Devising a robust methodology for the monetary valuation of the stock of human capital is especially important as studies suggest that human capital is by far the most important component of the total capital stock in most advanced economies. This Guide on Measuring Human Capital discusses conceptual, methodological and implementation issues and challenges. The recommendations are a first attempt to come up with a way to estimate and record the role of human capital in a way that is aligned with the principles of the national accounts and that is comparable across economies.
