This paper explores the methodological issues to take into account when using SOEP as a database for calculating a measure of housing costs and housing affordability. For this purpose, we focus on the evolution of housing costs for households headed by elderly people between 1998 and 2018. Our review yields two clear conclusions: (1) that SOEP represents a valuable source of data for calculating household housing costs; and (2) that it is important to take changes made in the SOEP questionnaires into account and to make the appropriate assumptions when one wishes to analyse how housing costs have evolved over time (or how they evolve over the life course). Besides, our results confirm previous studies (Romeu Gordo, Grabka, Lozano Alcántara, Engstler, & Vogel, 2019) by showing that housing costs tend to be higher for elderly tenants than for the homeowners and that this difference widened during the period between 1998 and 2018.

Real estate price indexes summarize the evolution of all property prices in a single number, while actual price movements often differ among market segments. We develop a methodology for measuring prices as a flexible function of a one-dimensional quality measure - housing services for residential real estate - and apply it to test for the common assumption of identical price movements in all parts of the market. Our approach is based on a generalization of the familiar (constant unit price) Muth model to a situation of in which the unit price of housing services may depend on the quality level. We apply the method to a rich set of transaction data referring to Amsterdam in the period 1985-2013. We estimate an indicator of housing services based only on the ranking of house prices in postcode areas during periods of three months and compare the results to conventional hedonic price equations that embody the assumption of a unit price for housing services that does not depend on quality. We develop a test for a constant price per unit of housing services and reject it on the basis of price differences occurring over time as well as over space.

Unlike other developed countries, the U.S. has a high proportion of long-term fixed-rate mortgages (30 years). This is partly because the Government Sponsored Enterprises (GSE), which operate in the secondary mortgage market, reduce the interest rate of these contracts. This document measures the cost and studies the consequences of such policy. GSE's actions are modeled as an interest rate subsidy applied directly to 30-year mortgages, in the context of a general equilibrium model with two types of agents, housing and default. The cost of this policy is measured as the minimum subsidy that makes households choose 30-year fixed-rate contracts over one-year contracts, in equilibrium. The resulting subsidy is 36 basis points. Finally, I investigate how the results vary with the duration of the fixed-rate mortgage contract, and I find that mortgage terms under 30 years require smaller subsidies.
