If 74% of the province's population are not regularly using the library's services they will have a different idea of the value of library services than the much smaller percentage of provincial library patrons. [...] There is no direct benefit to the user from the effort that goes into the collection of library statistics, the undertaking of surveys and the analysis of collected data. [...] Given the hypothetical nature of the questions and the ease of allowing bias to come into the study, a contingency valuation would be of questionable value.
