Each track consisted of a plenary session followed by three concurrent breakout sessions. These proceedings follow the conference format, with the plenary sessions and the breakout sessions for each of the five tracks presented in chronological order. The breakout sessions and the closing session gave participants the opportunity to provide ideas and suggestions on further research, technology transfer, and training. Research topics identified for potential consideration are listed in the section on concluding remarks. The conference also featured an interactive poster session. Summaries provided by the poster authors are presented in Appendix A. The conference attracted 130 participants from Canada, Germany, Japan, the Netherlands, South Africa, and the United States, and featured transportation specialists who offered real-world expertise on the application of performance metrics and case studies.

In response to the federal SAFETEA-LU requirements, nearly all state departments of transportation (DOTs) have started to use performance measurement at some point in the planning and/or programming process. Although these performance measures are routinely monitored, they are generally completed during the project development process on a project-by-project basis for anticipated future conditions. No state has a fully developed post-implementation tool to monitor and evaluate capital investment programs at a system (statewide) level. The primary objective of this study is to establish a systematic, comprehensive, and robust tool for the Indiana DOT (INDOT) to routinely perform an ex-post facto appraisal of its investment program at the system level. Using historical highway expenditure and performance data, the link between investment and performance was characterized in four asset areas--pavements, bridges, safety, and mobility. Linear regression models were developed to quantify the relationships. Additionally the short-term economic development impacts, in terms of jobs-created and earnings-added, were estimated for the total investment each year. The most recent surface transportation reauthorization, Moving Ahead for Progress in the 21st Century (MAP-21), sets a precedent for performance-based management of the nation's transportation network. The present study provides a monitoring methodology that can be used to demonstrate the effectiveness of INDOT's investment of surface transportation funds and the improvement program to legislative bodies responsible for funding decisions. It also provides a mechanism to communicate the impacts of transportation investment to the general public.

This progress report describes the development of the NTS initiative and proposed future activities to bring the NTS to its full potential. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.

"These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries.
