This document analyses the results of a survey conducted by the Latin American and Caribbean Demographic Centre (CELADE) - Population Division of ECLAC in the framework of activities underway to develop systems of indicators for follow-up to the Programme of Action on Population and Development established at the International Conference on Population and Development (ICPD) of 1994, and to the Latin American and Caribbean Regional Plan of Action on Population and Development, which was approved in its final form in 1996. The data from this survey, which was conducted in late 2000, was complemented with selected information from the Eighth United Nations Inquiry among Governments on Population and Development, conducted by the Population Division of the Department of Economic and Social Affairs at the United Nations Secretariat in 1998, and from the Inquiry on Country-Level Experiences since the International Conference on Population and Development, which was conducted, also in 1998, by the United Nations Population Fund (UNFPA).

This document is intended to provide a frame of reference for the design and implementation of a system of indicators for use in following up on the goals agreed upon at the International Conference on Population and Development and set forth in the Latin American and Caribbean Regional Plan of Action on Population and Development. One of the elements taken into consideration in this proposal is the sociodemographic diversity existing in the countries of the region, which makes it difficult to design a uniform system for monitoring progress. A system is proposed at the regional level for comparing the indicators with quantitative targets as a means of evaluating how much progress is being made and identifying inequalities. This system would also provide background information for the design of social policies. The ultimate aim of the system is to serve as a basis for the development of national systems adapted to the circumstances existing in each country.

The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.
