Although there is general agreement that exogenous electric and electromagnetic fields influence and modulate the properties of biological systems. there is no concensus regarding the mechanisms by which such fields operate. It is the purpose of this volume to bring together and examine critically the mechanistic models and concepts that have been proposed. We have chosen to arrange the papers in terms of the level of biological organization emphasized by the contributors. Some papers overlap categories. but the progression from ions and membrane surfaces. through macromolecules and the membrane matrix to integrated systems. establishes a mechanistic chain of causality that links the basic interactions in the relatively well understood simple systems to the complex living systems. where all effects occur simultaneously. The backgrounds of the invited contributors include biochemistry. biophysics. cell biology. electrical engineering. electrochemistry. electrophysiology. medicine and physical chemistry. As a result of this diversity. the mechanistic models reflect the differing approaches used by these disciplines to explain the same phenomena. Areas of agreement define the common ground. while the areas of divergence provide opportunities for refining our ideas through further experimentation. To facilitate the interaction between the different points of view, the authors have clearly indicated those published observations that they are trying to explain. i.e. the experiments that have been critical in their thinking. This should establish a concensus regarding important observations. In the discussion of theories.

In the last few decades the research on bioelectromagnetics has expanded worldwide. About one thousand researchers are now working in the field in a variety of institutions throughout the world, including medical, biological, engineering, and technical laboratories and protection agencies. After many years of research, a clear picture is now emerging: Initially the research was mainly interested in the therapeutic applications of ELF electric and magnetic fields, and the RF range was mainly taken into consideration with respect to thermal effects only. Then, tne growing body of biological effects of ELF fields on cells and biological tissues (particularly for the repair processes in bone) have drawn the attention of researchers to non-thermal effects, ranging from static fields to microwaves. A specific field of interest that has been the object of a large debate in the last twenty years has been the potential health risk associated with electric power production and distribution and, more recently, with domestic and industrial appliances. In the last few years, the explosion of the market for cellularphones has highlighted the issue of possible health dangers related to their use and to the widespread presence of base stations. The first World Congress on Electricity and Magnetism in Biology and Medicine, was held in Orlando, Florida, in 1992, and collected the widest amount of contributi9ns from almost all the major researchers involved in the field.

This book collects the revised lectures held at Capri (Italy) in the period 2-6 May, 1988 in occasion of the International Course on "Worldwide Nonionizing Radiation Safety Standards: Their Rationales and Problems". The Course was organized by IRECE (Institute for Research in Electromagnetism and Electronic Components) of CNR (Italian National Council for Research) and was directed by professors Giorgio Franceschetti and Om P. Gandhi. The idea for this course arose from the continuing wide disparity in the electromagnetic (EM) radiation safety standards worldwide, and the confusion that this has caused in the public mind. The safety guidelines in the western countries have been nearly three orders of magnitude greater than the safety levels in the Eastern European countries. Even though the former have been slightly reduced and the latter have been increased somewhat in recent years, there is still a wide gap in the EM safety standards that are used. With the ever increasing use of EM energy the public is becoming increasingly aware of and concerned about the potential biohazards of EM fields. This problem is compounded by inadequate knowledge of nonthermal mechanisms of interaction of EM fields with biological systems.
