This book aims to reinvigorate realist international relations theory by developing a catalogue of micro-mechanisms able to explain security policy decision-making. Typically, realism discounts the role of individuals and uses states as the unit of analysis. By examining instead the mental operations of those who act on behalf of the state, a better understanding of security policy formation is attainable. The book demonstrates how realism can be translated from a systemic "grand theory" into a catalogue of psychologically plausible mechanisms applicable to individual decision-makers. This catalogue, here called "Mechanistic Realism", may be employed to investigate the cognitive precursors to security policy. The explanatory power of Mechanistic Realism is demonstrated through a meticulous analysis of what transpired inside the George W. Bush administration, as its members forged a response to the 2001 terrorist attacks. Through the exploration of individual-level data, Mechanistic Realism provides a more comprehensive analysis of the US response. The book concludes that international relations (IR) scholars would benefit analytically by assembling the most pertinent mechanisms into an explanatory toolbox rather than developing and applying grand theories. Mechanistic Realism is a first step in this direction. This book should be of great interest to students of IR, foreign policy, American politics, and security studies in general. .

This book identifies some of the main lessons for civil-military interactions that can be derived from the experiences of Provincial Reconstruction Teams (PRTs) in Afghanistan. The book has three main themes. Firstly, the volume analyses why the ways in which civil and military actors interact in theatres of operations such as Afghanistan matter — for both those categories of actors, and for the ordinary people who their interactions serve. Second, the book highlights that these interactions are invariably complex. The third theme, which arises specifically from ‘the PRT experience’ in Afghanistan, is that such teams vary significantly in their roles, resourcing, and operational environments. Consequently, to appraise the value of ‘the PRT experience’, it is necessary to unpack the experiences of different PRTs, which the use of case studies allows one to do. The volume comprises an introduction, identifying some key questions to which the PRT experience gives rise, and case studies of the experiences of the United States, United Kingdom, New Zealand, Canada, The Netherlands, Australia, Germany and France; chapters dealing with the roles played by NGOs and the UN system and a discussion from an Afghan perspective of the implications of civilian casualties. It is the combination of the diverse cases discussed in this book with a focus on the broad challenges of optimising civil-military interactions that makes this book distinctive. This book explores the intended and unintended impact of international criminal justice on the legitimacy of quasi-state entities (QSEs). In order to do so, the concept of ‘quasi-state entity’ is introduced to distinguish actors in statehood conflicts that aspire to statehood, and fulfil statehood functions to a greater or lesser degree, including the capacity and willingness to deploy armed force, but lack the status of sovereign statehood. This work explores the ability of QSEs to create and maintain legitimacy for their actions, institutions and statehood projects in various constituencies simultaneously. It looks at how legitimacy is a prerequisite for success of QSEs and, using critical legitimacy theory, assesses the legitimating narratives of QSEs and their statehood adversaries. The book links international criminal justice to statehood projects of QSEs and their success and legitimacy. It looks at the effects of international criminal justice on the ability to create and maintain legitimacy of QSEs, an approach that leads to new insights regarding international courts and tribunals as entities competing with states over statehood functions that increasingly have to take the legal implications of their actions into consideration. Most important, a close assessment of the legitimising narratives of QSEs, counter narratives, and the messages sent by international criminal justice with which QSEs have to deal, and their ability to overcome legitimacy crises, provides insight on QSEs and the complex processes of legitimation. This book investigates why some societies defer transitional justice issues after successful democratic consolidation. Despite democratisation, the exhumation of mass graves containing the victims from the violence in Cyprus (1963-1974) and the Spanish civil war (1936-1939) was delayed until the early 2000s, when both countries suddenly decided to revisit the past. Although this contradicts the actions of other countries such as South Africa, Bosnia, and Guatemala where truth recovery for disappeared/missing persons was a central element of the transition to peace and democracy, Cyprus and Spain are not alone: this is an increasing trend among countries trying to come to terms with past violence. Truth Recovery and Transitional Justice considers the case studies of Spain and Cyprus and explores three interrelated issues. First, the book examines which factors can explain prolonged silence on the issue of missing persons in transitional settings. It then goes on to explore the transformation of victims’ groups from opponents of truth recovery to vocal pro-reconciliation pressure groups, and examines the circumstances in which it is better to tie victims’ rights to an overall political settlement. This book applies the concept of mediatization to the contemporary dynamic between war, media and society, with a focus on the Israel Defence Forces (IDF). Since the beginning of the 21st century the IDF has undergone an intensive process of mediatization that has transformed the media into an interpretative grid for many of its military activities and increasingly utilized media to garner public support and construct civilian perceptions of conflict and security through media activity and strategy. This process can be divided into four distinct chronological phases in accordance with the operational challenges confronted by the IDF during this period, from the Al-Aqsa Intifada of 2000, through Israeli unilateral disengagement from Gaza in 2005, and the second Lebanon war of 2006, to the series of Gaza confrontations of 2008-2014. The work shows how the IDF’s media policy evolved from a narrow perception of its role, and separation between operational and media actions to a cohesive and coherently articulated media strategy that is increasingly intertwined with military action and operational strategy and a vital component of strategic military aims and objectives. This strategic stance has led the IDF to adopt a global media perspective using the most advanced new media platforms, designed to influence public opinion and improve national narratives, both in Israel and the international community. By applying the concept of mediatization to the Israeli case, this book fills a research lacuna and offers a new prism for the study of media-military relations in contemporary conflicts. This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration’s defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of ‘pattern of life’ killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study.
