The history of the voluntary sector in British towns and cities has received increasing scholarly attention in recent years. Nevertheless, whilst there have been a number of valuable contributions looking at issues such as charity as a key welfare provider, charity and medicine, and charity and power in the community, there has been no book length exploration of the role and position of the recipient. By focusing on the recipients of charity, rather than the donors or institutions, this volume tackles searching questions of social control and cohesion, and the relationship between providers and recipients in a new and revealing manner. It is shown how these issues changed over the course of the nineteenth century, as the frontier between the state and the voluntary sector shifted away from charity towards greater reliance on public finance, workers' contributions, and mutual aid. In turn, these new sources of assistance enriched civil society, encouraging democratization, empowerment and social inclusion for previously marginalized members of the community. The book opens with an introduction that locates medicine, charity and mutual aid within their broad historiographical and urban contexts. Twelve archive-based, inter-related chapters follow. Their main chronological focus is the nineteenth and early twentieth centuries, which witnessed such momentous changes in the attitudes to, and allocation of, charity and poor relief. However, individual chapters on the early modern period, the eighteenth century and the aftermath of the Second World War provide illuminating context and help ensure that the volume provides a systematic overview of the subject that will be of interest to social, urban, and medical historians.

In Hong Kong the responsibility for building and operating hospitals used to be shared by the Government of Hong Kong and a number of charities, including religious orders, some with traditions dating back to the earliest times. Unfortunately this dual system of government and subvented hospitals was not integrated, leading to problems of coordination and management and resulting in gaps and duplication in services, inefficient and ineffective use of resources, as well as low staff morale. The problems persisted against a background of significant population growth, rising community expectations, and technological advancement. Fundamental and radical solutions were needed. Overseas experts were invited by the Hong Kong Government to study the situation in the mid-1980s. Finally the Government adopted their proposal and set up an autonomous body, the Hospital Authority, to tackle this crucial problem. The development of this local health care system since the 1980s, the setting up of the Hospital Authority and its work in the past few years form the subject of this book.

Barely a day goes by without news of the latest public health threat from the American media. Some of us are told we live in a ""cancer cluster""-an area with a disproportionate number of cancer deaths. During the summer months, those who live in or near urban areas are bombarded with daily smog measurements and air pollution alerts. City water supplies are frequently called health hazards. At times, it seems as though virtually everything we eat and drink is denounced as bad for us by some ""public health expert."" Our cars burn too much gasoline; we own too many firearms; we are too fat; some of us are too skinny. Americans today are living longer than they ever have before. Why the almost daily announcements of new public health threats and proclamations of impending crises? Bennett and DiLorenzo address this question and others here. They begin by examining the large public health bureaucracy, its preoccupation with expanding governmental programs, and its concern with political issues that too often have little to do with improving public health.
