The prospects for continuous growth in rice yields have been examined within the context of a simulation model where demand parameters for both rural and urban populations and for different income groups have been used. Coupled with available estimates of supply response parameters, the prospects for a rice surplus in year 2000 appear moderate. On average, only 157,000 metric tons of rice surplus would result if current prices were to prevail. If prices were allowed to adjust, only a negligible price decline would result. That is also the case in the more favorable scenario of high growt of rice yields. Domestic demand would be capable of absorbing the increased rice surplus without an appreciable decline in price. The analysis of the proposal to support rice prices through procurement of domestic production has led to the conclusion that even massive increase of domestic procurement would result in very small price increases while at the same time causing serious storage capacity and budgetary problems for the government.

This book explores what is, for many African countries, a new and controversial policy of relying on private actors rather than on government organizations to foster economic growth and development. The contributors explore key issues such as the impact of private enterprise on the development process, small- and medium-sized businesses as a vehicle for growth, and strategies for the expansion of markets and trade. The contributors analyze the historical, social, cultural, and economic obstacles to the development of private enterprise in Africa; the roles of government, women, and business organizations; access to capital and the function of financial institutions; private initiative and agriculture; the use of skilled and semi-skilled labor; and technology transfer. Arguing that private sector forces are crucial to African socioeconomic development, the contributors recommend economic policy reform, establishment of more private enterprises, and encouragement of new domestic and foreign investment.

Of late, farming community in India has been facing new challenges of food and nutrition security, human health and structural adjustment to comply with WTO stipulations on the one hand and sustainable environment on the other. The overuse of fertilizers and chemicals, and depleting water resources are essentially threatening the sustainability of Indian agriculture. The slow growth of agriculture sector mainly due to stagnation in productivity growth is a grave concern for policy-makers and development planners. The key challenge to India's agriculture in the 21st century in the wake of open global economy lies in designing, developing and managing agricultural systems that enable farmers to be efficient, equitable and sustainable in the bio-physical and socio-cultural environments.
