This book unravels China’s new megaregional structure, new megaregional planning and development, new megaregional governance, and new regional planning system. It draws upon a diversity of megaregional cases: city clusters of the Beijing–Tianjin–Hebei region, Yangtze River delta region, and Greater Bay Area; and metropolitan circles of Chengdu, Hangzhou, Hong Kong, Shanghai, Shenzhen, and Zhengzhou. Megaregions are the new form of Chinese-style urbanisation. China’s new discourse of ‘high-quality development’ and ‘new-type urbanisation’ is reshaping its megaregional strategy. Imbalance and fragmentation characterise the diversity of megaregions - developed or developing, coastal or inland. The central goal of megaregional planning and governance is to achieve integrated, balanced development of them. Hu challenges the official notion of ‘top-level design’ that dominates the planning, governance, and development of China’s megaregions. Instead, he argues for the importance of engaging nongovernmental stakeholders, rebalancing the government-market relationality, encouraging bottom-up initiatives, and enabling grassroots ingenuity. The volume offers the first and most comprehensive study of megaregional China in the new contexts of both national development and urban development. This contribution to the World Scientific series on the Belt and Road Initiative focuses on the overland connections west from China, the Silk Road Economic Belt component of the BRI. It emphasizes the economic underpinning of the Belt in the market-driven creation of the Eurasian Landbridge and the linking of regional value chains. A fundamental economic driver behind this is the twenty-first century evolution of international value chains, in which China plays a major role, and their transformation by new trade technologies. Finer fragmentation of production and wider scanning for participants in value chains underlie the need for common, preferably global, regulation of new trade technologies and the emergence of mega-regional trade agreements (and China's response to such agreements).Thus, the Eurasian part of the Belt and Road Initiative must be seen in conjunction with China's growing role in the twenty-first-century global economy. Especially since the 2016 US presidential election, these connections have become entwined with China's reactions to criticisms of the Belt and Road Initiative and China's recognition of the benefits of more nuanced economic diplomacy to find common ground with other economic powers, notably the European Union and signatories of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

The concept of “the city” —as well as “the state” and “the nation state” —is passé, agree contributors to this insightful book. The new scale for considering economic strength and growth opportunities is “the megaregion,” a network of metropolitan centers and their surrounding areas that are spatially and functionally linked through environmental, economic, and infrastructure interactions. Recently a great deal of attention has been focused on the emergence of the European Union and on European spatial planning, which has boosted the region’s competitiveness. Megaregions applies these emerging concepts in an American context. It addresses critical questions for our future: What are the spatial implications of local, regional, national, and global trends within the context of sustainability, economic competitiveness, and social equity? Planning Regional Futures is an intellectual call to engage planners to critically explore what planning is, and should be, in how cities and regions are planned. The Comprehensive Economic and Trade Agreement between the EU and Canada (CETA), proposed Transatlantic Trade and Investment Partnership between the EU and the US (TTIP), and the plurilateral Trade in Services Agreement (TiSA) between the EU and 22 other States have sparked a great deal of academic and public interest. This edited collection brings together leading experts in the field of international economic law to address the legal complexities of these treaties and provide an explanation of their core principles. This book provides readers with a unique opportunity to explore how the international economic legal order (IELO) may look in a post-WTO world. The substance of this book presupposes (whether correct or not) that the WTO either: (a) Stagnates into the foreseeable future (Doha withers, no new Rounds, at best minor amendments, little new jurisprudence, effective collapse of the DSB); or (b) Falls apart completely. While neither is desirable, the book underlines that it must be conceded that neither is inconceivable. The collapse of the Soviet Union tells us that anything is possible (in 1986 no one foresaw the end of the Cold War - clearly it was a much more significant event than would be the case for the demise of the WTO and the current international economic legal order (IELO)). Similarly, just a year or two before Brexit or the election of US President Donald Trump, no one foresaw those two eventualities. Consequently, a worst-case scenario for the future of the WTO cannot be ignored – rather, it must be explored, as has been done in this book. Indeed, despite most IEL academics’ commitment to multilateralism and specifically to a vibrant and dynamic WTO, academics in the field are now beginning to seriously discuss what a post-WTO world could look like (and it was the project behind this book that first launched those discussions). Accordingly, this examination of the post-WTO world will be of great value to practitioners, governmental and international officials and scholars in the IELO. This is particularly so in an era of increasingly rapid change, during which legal scholarship must also address the future if it wants to contribute creative solutions to the resolution and management of the many serious contemporary problems facing our field.
