Revisi RPJMA untuk Rasionalisasi Target Pencapaian target adalah variabel terpenting dalam pembangunan. Penetapan target-target ini, sebagaimana termaktub dalam struktur dokumen perencanaan mulai dari RPJP, RPJMA, hingga Rencana Kerja (Renja), adalah proyeksi keberhasilan pembangunan yang harus diupayakan tercapai oleh SKPA sesuai dengan tupoksinya masing-masing. Sebagai proyeksi yang inheren dalam proses perencanaan pembangunan, maka tentu target-target pembangunan ini ditetapkan sebagai gambaran ideal. Ia menjadi ideal untuk dicapai dan diwujudkan untuk memastikan bahwa pembangunan berhasil membawa perubahan atau kemajuan ke arah yang lebih baik. Namun tentu dinamika pembangunan pada kenyataannya sering membawa implikasi perlunya langkah-langkah penyesuaian terhadap target-target capaian ini agar lebih achievable. Inilah dasar pikir perlunya dilakukan revisi terhadap target-target pembangunan Aceh sebagaimana termaktub dalam dokumen Rencana Pembangunan Jangka Menengah Aceh (2012-2017) dan yang tertera dalam Qanun Aceh No. 12 Tahun 2013. Ini adalah proses yang normal dan menjadi bagian dari evaluasi tahunan terhadap pencapaian target RPJMA. Ketika dinilai tidak mencapai target, maka perlu dievaluasi untuk dikaji ulang dan direvisi dengan target dan angka-angka yang lebih realistis tentu dengan melihat dan mempertimbangkan sumberdaya dan kemampuan yang kita miliki. Revisi RPJMA Aceh (2012-2017) di sisi lain sesungguhnya juga tidak dapat dipisahkan dari transisi pemerintahan di tingkat nasional yang kemudian melahirkan program atau kebijakan pembangunan baru yang menuntut penyesuaian di tingkat daerah-daerah. Jika kita bicara dasar hukum, maka langkah revisi ini sudah sesuai dengan Permendagri No. 54 Tahun 2010 Tentang Pelaksanaan Peraturan Pemerintah No. 8 Tahun 2008 Tentang Tahapan, Tatacara Penyusunan, Pengendalian, dan Evaluasi Pelaksanaan Rencana Pembangunan Daerah. Pada tahap selanjutnya hasil revisi akan disepakati bersama-sama antara eksekutif dan legislatif untuk untuk kemudian ditetapkan dengan qanun.

On Sunday 26 December 2004, a tsunami of up to 30 metres high hit the northern tip of Sumatera in Indonesia, causing immediate destruction and the deaths of at least 130,000 in Indonesia alone. The scale of the devastation and ensuing human suffering prompted the biggest response endeavour to any natural disaster in history. Post-Disaster Reconstruction will be the first major book that analyses the different perspectives and experiences of the enormous post-tsunami reconstruction effort. It looks specifically at the reconstruction efforts in Aceh, one of the regions most heavily-hit by the tsunami and a province that has until recently suffered nearly three decades of armed conflict. Positioning the reconstruction efforts within Aceh's multi-layered historical, cultural, socio-political and religious contexts, the authors explore diverse experiences and assessments of the reconstruction. It considers the importance of the political and religious settings of the reconstruction, the roles of communities and local non-government organisations and the challenges faced by Indonesian and international agencies. From the in-depth examination of this important case study of disaster reconstruction - significant not only because of the huge scale of the natural disaster and response but also the post-conflict issues - the editors draw together the lessons learned for the future of Aceh and make general recommendations for post-disaster and post-conflict reconstruction-making.
