Di sana masih ada banyak persoalan serius, bahkan berdarah, yang belum selesai dan sembuh hingga hari ini. Kendati tampak sulit dan panjang jalan yang harus ditempuh, harus terus dicari cara-cara untuk membawa keadilan dan perdamaian ke Tanah Papua. Sepuluh tahun yang lalu, tepatnya pada tanggal 24-25 September 2013, Centre for Public Policy and Management Studies (CPMS) Universitas Katolik Parahyangan Bandung, bekerja sama dengan Majelis Rakyat Papua Provinsi Papua Barat (MRP PB); menggelar sebuah seminar internasional dengan tema “Bringing Justice and Peace to Papua: Assessment on Asymmetrical Local Autonomy, Communal Property Rights on Land, and Conflict Resolution.” Topik tersebut diambil selain sebagai sebuah refleksi tentang pelaksanaan otonomi khusus di Papua, juga karena tanggal 24 September ditetapkan sebagai Hari Agraria Nasional.
