Excerpt from Memorandum of the Improvements in the Administration of India During the Last Thirty Years: And the Petition of the East-India Company to Parliament Where any ancient proprietors, either middle men or village communities, were found in existence, and in possession of their proprietary rights, at the time of the survey, those rights have been respected but in general, the principle of the reformed Bombay system is ryotwar. The land, cultivated 'and waste together, is divided into portions called fields, the extent of a field being for the most part fixed at the quantity of land which can be cultivated with one yoke of bullocks. On each field the Government demand is fixed, for a period of thirty years, at a very moderate rate. While the contract is binding on the Government, the ryot, On his side, can throw up the land at pleasure; and he is not required to pay the assessment for any year, on any field which he has not cultivated, or undertaken to cultivate, in that year. The appended note explains the details of the process. The fixation of the Government demand for thirty years would have been of little service to the ryot, if the demand had remained so high as to require, almost every year, remissions of uncertain amount. John Stuart Mill worked for thirty-five years in the Examiner's Office of the East India Company, first as a junior clerk and finally as head of the Office. His activities there are among the least examined aspects of his career. Mill was somewhat reluctant, because of his official position, to comment publicly on the Company's affairs, but occasionally he put forwards views in essays and before parliamentary committees that alert us to important elements in his thought and career. Further, when in the aftermath of the Indian Mutiny a succession of bills was brought forward in parliament to abolish the Companty, Mill was its chief spokesman in a succession of carefully argued pamphlets that reveal even more of his views. This volume offers the first opportunity for a fill assessment of Mill's contribution, including as it does the first reprinting of the essays, parliamentary evidence, and pamphlets, and adding an appendix of an annotated record and location of his despatches.

In the period between the 1770s and 1840s, through the process of colonial state formation, the early colonial state in India was able to harness and extract vast amounts of agrarian wealth in north India. However, little is known of the histories of the Indian scribes and the role they played in shaping the early patterns of British colonial rule. This book offers a new way of interpreting the colonial state’s origins in north India. It examines how the formation of early agrarian revenue settlements exacerbated an extant late Mughal taxation tradition, and how the success of British power was shaped by this extant paper-oriented revenue culture. It goes on to examine how the service and cultural histories of various Hindu scribal communities fit within broader changes in political administration, taxation, patterns of governance and a shared Indo-Islamic administrative culture. The author argues that British power after the late eighteenth century came as much through bureaucratic mastery, paper and taxes as it did through military force and commercial ruthlessness. The book draws upon private family papers, interviews and Persian sources to demonstrate how the fortunes of scribes changed between empires, and the important role they played at the height of the British Raj by 1900. Offering a detailed account of how agrarian wealth provided the bedrock of the colonial state’s later patterns of administration, this book is a unique and refreshing contribution to studies in South Asian History, Governance and Imperialism.
