How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy? While there is now a burgeoning field of social and cultural memory studies, mostly focused on commemorations and monuments, this volume is the first to examine the connection between memory and politics directly. It investigates how memory is officially recast, personally reworked and often violently re-instilled after wars, and, above all, the ways memory shapes present power constellations. The chapters combine theoretical innovation in their approach to the study of memory with deeply historical, empirically based case studies of major European countries. The volume concludes with reflections on the ethics of memory, and the politics of truth, justice and forgetting after 1945 and 1989.

An examination of the role of history and memory is vital in order to better understand why the grand design of a United Europe—with a common foreign policy and market yet enough diversity to allow for cultural and social differences—was overwhelmingly turned down by its citizens. The authors argue that this rejection of the European constitution was to a certain extent a challenge to the current historical grounding used for further integration and further demonstrates the lack of understanding by European bureaucrats of the historical complexity and divisiveness of Europe’s past. A critical European history is therefore urgently needed to confront and re-imagine Europe, not as a harmonious continent but as the outcome of violent and bloody conflicts, both within Europe as well as with its Others. As the authors show, these dark shadows of Europe’s past must be integrated, and the fact that memories of Europe are contested must be accepted if any new attempts at a United Europe are to be successful.

For sixty years, different groups in Europe have put forth interpretations of World War II and their respective countries’ roles in it consistent with their own political and psychological needs. The conflict over the past has played out in diverse arenas, including film, memoirs, court cases, and textbooks. It has had profound implications for democratization and relations between neighboring countries. This collection provides a comparative case study of how memories of World War II have been constructed and revised in seven European nations: France, Germany, Austria, Switzerland, Poland, Italy, and the USSR (Russia). The contributors include scholars of history, literature, political science, psychology, and sociology. Country by country, they bring to the fore the specifics of each nation’s postwar memories in essays commissioned especially for this volume. The use of similar analytical categories facilitates comparisons. An extensive introduction contains reflections on the significance of Europeans’ memories of World War II and a conclusion provides an analysis of the implications of the contributors’ findings for memory studies. These two pieces tease out some of the findings common to all seven countries: for instance, in each nation, the decade and a half between the late 1960s and the mid-1980s was the period of most profound change in the politics of memory. At the same time, the contributors demonstrate that Europeans understand World War II primarily through national frames of reference, which are surprisingly varied. Memories of the war have important ramifications for the democratization of Central and Eastern Europe and the consolidation of the European Union. In most European countries, the horrific legacy of 1939-1945 has made it difficult to remember the war with much glory. Despite the Anglo-American memory narrative of saving democracy from totalitarianism and the Soviet epic of the Great Patriotic War, the fundamental experience of war for many Europeans was that of immense personal losses and often meaningless hardships. The volume at hand focuses on these histories between the victors: on the cases of Hungary, Estonia, Poland, Austria, Finland, and Germany and on the respective, often gendered experiences of defeat. The chapters underline the asynchronous transition to peace in individual experiences, when compared to the smoother timelines of national and international historiographies. Instead of a linear chronology, both personal and collective histories tend to return back to the moments of violence and loss, thus forming continuous cycles of remembrance and forgetting. Several of the contributors also pay attention to the constructed and contested nature of national histories in these cycles. The role of these "in-between" countries - and even more their peoples', multifaceted experiences - adds to the widening comparative European history of the aftermath, thereby challenging the conventional dichotomies and periodisations in national historiographies. In the aftermath of the 70th anniversary of 1945, it is still, unfortunately, too early to regard the post-war period as mere history; the memory politics and rhetoric of the Second World War and its aftermath are still being used and abused to serve contemporary power politics in Europe.

Right-wing populism is a global phenomenon that challenges several pillars of liberal democracy, and it is often described as a dangerous political ideology because it resonates with the fascist idea of power in terms of anti-pluralism and lack of minorities’ protection. In Western Europe, many political actors are exploiting the fears and insecurities linked to globalization, economic crisis, and mass migrations to attract voters. However, while right-wing populist discourses are mainstream in certain countries, they are almost completely taboo in others. Why is right-wing populism so successful in Italy, Austria, and France while in Germany it is marginal and socially unacceptable? It is because each country developed a certain collective memory of the fascist past, which stigmatizes that past to different levels. For this reason, right-wing populism can find favorable conditions to thrive in certain countries, while in others it is considered as an illegitimate and dangerous idea of power. Through a comparative study of eight European countries, this book shows that short-term factors linked to levels of corruption, economic situation, and quality of democracy interact with long-term cultural elements and collective memories in determining the social acceptability of right-wing populist discourses.
