This volume suggests a model of collective memory that distinguishes between two conceptual logics of memory fragmentation: vertical fragmentation and horizontal fragmentation. It offers a series of case studies of conflict and post-conflict collective memory, shedding light on the ways various actors participate in the production, dissemination, and contestation of memory discourses. With attention to the characteristics of both vertical and horizontal memory fragmentation, the book addresses the plurality of diverging, and often conflicting, memory discourses that are produced within the public sphere of a given community. It analyzes the juxtaposition, tensions, and interactions between narratives produced beyond or below the central state, often transcending national boundaries. The book is structured according to the type of actors involved in a memory fragmentation process. It explores how states have been trying to produce and impose memory discourses on civil societies, sometimes even against the experiences of their own citizens, and how such efforts as well as backlash from actors below and beyond the state have led to horizontal and vertical memory fragmentation. Furthermore, it considers the attempts by states’ representatives to reassert control of national memory discourses and the subsequent resistances they face. As such, this volume will appeal to sociology and political science scholars interested in memory studies in post-conflict societies.

Perverse Memory and the Holocaust presents a new theoretical approach to the study of Polish memory bystanders of the Holocaust. Drawing on psychoanalytic theory, it examines representations of the Holocaust in order to explore the perverse mechanisms of memory at work, in which surface a series of phenomena difficult to remember: the pleasure derived from witnessing scenes of violence, identification with the German perpetrators of violence, the powerful fear of revenge at the hands of Jewish victims, and the adoption of the position of genocide victims. Moving away from the focus of previous psychoanalytic studies of memory on questions of mourning, melancholy, repressed memory, and loss, this volume considers the transformation of the collective identity of those who remained in the space of past Holocaust events: bystanders, who partook in the events and benefited from the extermination of the Jews. Every State has an obligation to prevent terrorist attacks emanating from its territory. This proposition stems from various multilateral agreements and UN Security Council resolutions. This study exhaustively addresses the scope of this obligation of prevention and the legal consequences flowing from its violation, so as to provide greater clarity on governments' counterterrorism duties and to enhance State accountability for preventable wrongs. It defines the contents and contours of the obligation while placing critical emphasis on the mechanics of State responsibility. Whether obscured by new technologies like the Internet, the sophisticated cellular structure of some terrorist organisations or convoluted political realities, the level of governmental involvement in terrorist activities is no longer readily discernible in every instance. Furthermore, the prospect of governments waging surrogate warfare through proxies also poses intractable challenges to the mechanism of attribution in the context of State responsibility. This monograph sets out the shortcomings of the extant scheme of State responsibility while identifying a paradigm shift towards more indirect modes of accountability under international law, a trend corroborated by recent State and institutional practice. Drawing on varied legal and theoretical influences, the study devises and prescriptively argues for the implementation of a strict liability-inspired model grounded in the logic of indirect responsibility with a view to enhancing State compliance with counterterrorism obligations. Moroccan Other-Archives investigates how histories of exclusion and silencing are written and rewritten in a postcolonial context that lacks organized and accessible archives. The book draws on cultural production concerning the “years of lead”—a period of authoritarianism and political violence between Morocco’s independence in 1956 and the death of King Hassan II in 1999—to examine the transformative roles memory and trauma play in reconstructing stories of three historically marginalized groups in Moroccan history: Berbers/Imazighen, Jews, and political prisoners. The book shows how Moroccan cultural production has become an other-archive: a set of textual, sonic, embodied, and visual sites that recover real or reimagined voices of these formerly suppressed and silenced constituencies of Moroccan society. Combining theoretical discussions with close reading of literary works, the book reenvisions both archives and the nation in postcolonial Morocco. By producing other-archives, Moroccan cultural creators transform the losses state violence inflicted on society during the years of lead into a source of civic engagement and historiographical agency, enabling the writing of histories about those Moroccans who have been excluded from official documentation and state-sanctioned histories. The book is multilingual and interdisciplinary, examining primary sources in Amazigh/Berber, Arabic, Darija, and French, and drawing on memory studies, literary theory, archival studies, anthropology, and historiography. In addition to showing how other-archives are created and operate, El Guabli elaborates how language, gender, class, race, and geographical distribution are co-constitutive of a historical and archival unsilencing that is foundational to citizenship in Morocco today.

Rising Powers and State Transformation advances the concept of ‘state transformation’ as a useful lens through which to examine rising power states’ foreign policymaking and implementation, with chapters dedicated to China, Russia, India, Brazil, Indonesia and Saudi Arabia. The volume breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states’ uneven integration into the global political economy has eroded this perspective’s empirical purchase considerably. Instead, this volume employs the concept of ‘state transformation’ as a lens through which to examine rising power states’ foreign policymaking and implementation. State transformation refers to the pluralisation of cross-border state agency via contested and uneven processes of fragmentation, decentralisation and internationalisation of state apparatuses. For displaced persons, memory and identity is performed, (re)constructed and (re)negotiated daily. Forced displacement radically reshapes identity, with results ranging from successful hybridization to feelings of permanent misplacement. This compelling and intimate description of places of pain and (be)longing that were lost during the 1992–95 war in Bosnia and Herzegovina, as well as of survivors’ places of resettlement in Australia, Europe and North America, serves as a powerful illustration of the complex interplay between place, memory and identity. It is even more the case when those places have been vandalized, divided up, brutalized and scarred. However, as the author shows, these places of humiliation and suffering are also places of desire, with displaced survivors emulating their former homes in the far corners of the globe where they have resettled.
