Setelah “Indonesia merdeka” sampai “tahun 1997”, “Perhatian terhadap pengelolaan daerah” khususnya pengelolaan pajak di daerah masih sangat rendah minim dan jauh dari efektif dan efisien, mengingat fokus pemerintah masih terpusat, hanya “Kegiatan pelayanan dan pembangunan di daerah dibiayai dari” APBN, sedangkan setiap “pendapatan” daerah masuk ke APBN. Peran pajak “daerah pada periode” ini “hanya” sebagai “pelengkap sehingga optimalisasi jenis” PDRD “tertentu kurang mendapat perhatian”. Pada fase ini, berbagai peraturan dikeluarkan sebagai dasar hukum PDRD adalah “Undangundang Nomor 32 Tahun 1956” tentang yaitu “perimbangan keuangan, Undang-undang Nomor 11 Tahun 1957” tentang “Pajak Daerah, dan Sejarah PDRD” “Undang-undang Nomor 12 Tahun 1957 tentang “Retribusi Daerah”. Sedangkan jenis pajak “dibedakan menjadi dua”, yaitu “Pajak Provinsi dan Pajak Kabupaten/Kota”

The “middle-income trap” is the phenomenon of hitherto rapidly growing economies stagnating at middle-income levels and failing to graduate into the ranks of high-income countries. In this study we examine the middle-income trap as a special case of growth slowdowns, which are identified as large sudden and sustained deviations from the growth path predicted by a basic conditional convergence framework. We then examine their determinants by means of probit regressions, looking into the role of institutions, demography, infrastructure, the macroeconomic environment, output structure and trade structure. Two variants of Bayesian Model Averaging are used as robustness checks. The results—including some that indeed speak to the special status of middle-income countries—are then used to derive policy implications, with a particular focus on Asian economies.

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

In this report, 'Towards Greater Fairness in Taxation: A Model Taxpayer Charter', the Asia-Oceania Tax Consultants? Association (AOTCA), the Confédération Fiscale Européenne (CFE) and the Society of Trust and Estate Practitioners (STEP) have collaborated on the development of a Model Taxpayer Charter. The provisions were derived from a survey of taxpayer rights and responsibilities in 41 countries, collectively representing over 80 per cent of world GDP. 0The overriding purposes of the Charter are to foster a relationship of mutual trust, respect and responsibility between taxpayers and the State, regarding taxpayers? obligations to the State; and, on behalf of the State as to the rights of taxpayers, to codify certain duties of the tax administration. Through these means, it is suggested that it will reduce the costs of compliance, increase the quality and efficacy of willing compliance, and ensure that all taxpayers are treated equally and without bias or preference.
