Sengketa kepegawaian merupakan perselisihan yang timbul akibat adanya suatu keputusan tata usaha negara di bidang kepegawaian oleh badan atau pejabat yang berwenang mengenai kedudukan, hak, kewajiban atau pembinaan PNS. Ini terjadi misalnya karena adanya ketidakseimbangan antara pelanggaran yang telah dilakukan dengan sanksi yang dijatuhkan sehingga menghasilkan putusan hukuman yang tidak tetap. Selain itu, bisa juga karena adanya prosedur-prosedur yang dilangkahi atau kelengkapan administrasi yang belum terpenuhi sehingga penjatuhan hukuman tersebut pun bisa jadi perbuatan hukum “sepihak”. Berkaitan dengan sengketa kepegawaian tersebut, buku ini membahas mengenai materi utamanya yang meliputi permasalahan, penyelesaian hingga analisa kasus atas sengketa kepegawaian itu. Adapun terkait sengketa kepegawaian tersebut penting untuk disampaikan karena selain sengketa kepegawaian adalah kasus yang acap terjadi di Indonesia, juga karena tak jarang pihak pencari keadilan dalam bidang sengketa kepegawaian tidak memperoleh kepastian hukum dan perlindungan hukum.
