Buku ini mengkaji secara detail penerapan prinsip kepentingan umum, mulai dari zaman pendudukan Jepang, berlakunya Undang-Undang Pokok Agraria, Peraturan Presiden hingga diterbitkannya Undang-Undang Nomor No. 2 Tahun 2012 tentang Pengadaan Tanah bagi Pembangunan untuk Kepentingan Umum. Semua materi yang diangkat diharapkan mampu menjawab permasalahan yang acap kali timbul dalam proses pengadaan tanah oleh pemerintah sehingga pelaksanaan pembangunan untuk kepentingan umum menjadi pembangunan yang berkelanjutan, dengan menganut prinsip keterbukaan dan transparansi dengan memperhatikan hak-hak individu, masalah sosial, masalah ekonomi, dan masalah budaya. Water, in its many guises, has always played a powerful role in shaping Southeast Asian histories, cultures, societies and economies. This volume, the rewritten results of an international workshop, with participants from eight countries, contains thirteen essays, representing a broad range of approaches to the study of Southeast Asia with water as the central theme. As it was exposed to the sea, the region was more accessible to outside political, economic and cultural influences than many landlocked areas. Easy access through sea routes also stimulated trade from an early age. However, the same easy access made Southeast Asia vulnerable to political control by strong outsiders. The sea is, moreover, a source of food, but also of many hazards. At the same time, Southeast Asian societies and cultures are confronted with and permeated by 'water from heaven' in the form of rain, flash floods, irrigation water, water in rivers, brooks and swaps, water-driven power plants, and pumped or piped water, in addition to water as a carrier of sewage and pollution. The serious degradation of the vast peatlands of Indonesia since the 1990s is the proximate cause of the haze that endangers public health in Indonesian Sumatra and Borneo, and also in neighbouring Singapore, Malaysia and Thailand. Moreover peatlands that have been drained and cleared for plantations are a major contributor to greenhouse gas emissions. This new book explains the degradation of peat soils and outlines a potential course of action to deal with the catastrophe looming over the region. Concerted action will be required to reduce peatland fires, and a successful policy needs to enhance social welfare and economic survival, support natural conservation and provide a return on investment if there is to be a sustainable society in the peatlands. This book argues that regeneration is possible through a new policy of people’s forestry that includes reforestation and rewetting peat soils. The data come from a major long-term research effort—the humanosphere project—that coordinates work done by researchers from the physical, natural and human or social sciences.
