Latin America's experience with regional economic integration has been only slightly shorter than that of Europe. In fact, the first attempt at integration started as early as 1960, with the creation of LAFTA - the Latin American Free Trade Area (subsequently replaced by LAIA - the Latin American Integration Association). LAFTA, composed of 11 countries, sought, unsuccessfully, to create a free trade area in 12 years. In 1969, the Andean pact, which sought, also unsuccessfully, to create a sub-regional free trade area, was set up. Recently the Presidents of Argentina, Brazil, Paraguay and Uruguay signed the Treaty of Asuncion aimed at creating a common market as from 1st January, 1995. This common market, MERCOSUR, will be completed by 2006. In comparison with the earlier and unsuccessful attempts at integration, and despite challenges and problems, both internal and external, MERCOSUR is working, and trade between the member States is increasing. Furthermore, as with the case of the European Union (EU), serious attempts (notably between Argentina and Brazil) are being made to co-ordinate economic and monetary policies. The most important evidence of these moves is the introduction of hard currencies, the reduction in the size of the public sector and the privatization of State assets. These are clearly exciting times for Latin American integration. In this book, the first in a new series of books on International Economic Integration, the authors examine the experience of MERCOSUR in the Latin American integration progress. After an analysis of the history of the moves towards integration in South America, the case of each Member State and the Associate Country is examined and perspectives for the future are assessed.

The literature on regional trade agreements points out two main effects: trade criation and trade diversion. While the former refers to the substitution of less efficient producers for more efficient ones due to the global protection, the latter captures the substitution of the more efficient producers for less efficient producers as a consequence of the trade limination between members and non members of the agreement. Official representatives of the U.S. goverment have stressed that the main effect of the Mercosul criation has been mainly of a trade diversion nature. Nevertheless, that vision has not been supported on an empirical basis, in a context where trade has grown substantially both intra and extra Mercosul. At the time of criation of Mercosul a main worry of Brazilian authorities was the possibility of substantial losses in agricultural markets, mainly in products from South of the country. This study aims to estimate the trade criation and diversion effects of the main agricultural products for Brazil (wheat, cotton, milk, rice, maize, meat), in an attempt to help to clarify the debate on the real effects of Mercosul. The main results obtained here show that the trade creation effects associated with the creation of Mercosul have far exceeded the trade diversion effects, both at the aggregate level and at individual products level.

The article analyzes the main experiences of economic integration in Latin America, with prominence for the processes that created MERCOSUL. Initially, are discussed the historical antecedents and the proposals of CEPAL, and the development and performance of ALALC and ALADI. About the process of bilateral integration between Brazil and Argentina, in the 1980's years, is standing out the realization of intra-sectorial agreements as an innovative way of integration. The MERCOSUL is treated in the context of its constitution and first results, as a well happened political process, returning, however, to a more liberal integration pattern. Its economic performance until present is analyzed after, with prominence for the evolution and the macroeconomics difficulties, in their relationships with the integration. The paper also presents indicators, with positive and negative results, of MERCOSUL's performance. In the conclusion, the evolution and the perspectives of the latin-american economic integration are discussed, in a context of globalization and marginalization threat and of low regional economic performance, standing out the importance of the business community's and social participation to determine the direction of the new experiences.
