Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite's motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

Morning Star Rising: The Politics of Decolonization in West Papua is an ethnographically framed account of the long, bitter fight for freedom that challenges the dominant international narrative that West Papuans' quest for political independence is fractured and futile. In 1998, Indonesia exploded with both euphoria and violence after the fall of its longtime authoritarian ruler, Soeharto, and his New Order regime. Hope centered on establishing the rule of law, securing civilian control over the military, and ending corruption. Indonesia under Soeharto was a fundamentally insecure state. Shadowy organizations, masterminds, provocateurs, puppet masters, and other mysterious figures recalled the regime's inaugural massive anticommunist violence in 1965 and threatened to recreate those traumas in the present. Threats metamorphosed into deadly violence in a seemingly endless spiral. In Aceh province, the cycle spun out of control, and an imagined enemy came to life as armed separatist rebels. Even as state violence and systematic human rights violations were publicly exposed after Soeharto's fall, a lack of judicial accountability has perpetuated pervasive mistrust that undermines civil society. Elizabeth F. Drexler analyzes how the Indonesian state has sustained itself amid anxieties and insecurities generated by historical and human rights accounts of earlier episodes of violence. In her examination of the Aceh conflict, Drexler demonstrates the falsity of the reigning assumption of international human rights organizations that the exposure of past violence promotes accountability and reconciliation rather than the repetition of abuses. She stresses that failed human rights interventions can be more dangerous than unexamined past conflicts, since the international stage amplifies grievances and provides access for combatants to resources from outside the region. Violent conflict itself, as well as historical narratives of past violence, become critical economic and political capital, deepening the problem. The book concludes with a consideration of the improved prospects for peace in Aceh following the devastating 2004 tsunami.
