Las proliferación de metáforas de ausencia por desaparición y su excesiva lexicalización surge, entre otros problemas, por la forma en como se ha tramitado los horrores del pasado y el presente en México. La tramitación de los horrores pasados y presentes ha ponderado una perspectiva de justicia monetarista basada en el reparto de recursos económicos. La apuesta de los gobiernos transicionales o postransicionales en México ha sido conformar un corporativismo del olvido, una forzada organización o unidad, como si se tratara de un sindicato de dolientes. Se anhela democratizar su dolor y ejercer una justicia monetaria y corporativa. Estas estrategias han romantizado también el camino a la verdad, se le aleja de todo interés político y jurídico, la experiencia de la ausencia se negocia y disemina como demanda en los espacios públicos, se descolectivizan las demandas, se individualizan a través de una excesiva monetarización. Las tramitaciones del pasado y del presente siguen siendo un lastre para la justicia transicional y postransicional. Los debates se han cerrado una y otra vez, mientras se conmina a la creación de organizaciones no gubernamentales, organizaciones civiles para fungir como mediadores del dolor a través de la facturación. Así, la fórmula para solucionar las demandas prioriza el papel del Estado, los mediadores civiles o no gubernamentales y el recurso económico otorgado a los familiares de las víctimas. Esta medida económica de resarcimiento eliminará a mediano y largo plazo la categoría de desaparecido, ponderará la categoría de víctima y forjará la ilusión de una justicia a través del corporativismo del olvido. Así se va preparando el camino para consolidar un perdón sufragado, sin verdad, justicia, ni dignidad.

On October 14-19, 1990, the 6th International Conference on the Conservation of Earthen Architecture was held in Las Cruces, New Mexico. Sponsored by the GCI, the Museum of New Mexico State Monuments, ICCROM, CRATerre-EAG, and the National Park Service, under the aegis of US/ICOMOS, the event was organized to promote the exchange of ideas, techniques, and research findings on the conservation of earthen architecture. Presentations at the conference covered a diversity of subjects, including the historic traditions of earthen architecture, conservation and restoration, site preservation, studies in consolidation and seismic mitigation, and examinations of moisture problems, clay chemistry, and microstructures. In discussions that focused on the future, the application of modern technologies and materials to site conservation was urged, as was using scientific knowledge of existing structures in the creation of new, low-cost, earthen architecture housing.

In much of Latin America, disenchantment and cynicism have set in regarding the quality of elected governments raising the prospect of a new round of democratic erosion and breakdowns. One of the important emerging challenges for improving the quality of democracy resolves around how to build more effective mechanisms of accountability. A widespread perception prevails in much of the region that government officials are not sufficiently subject to routinized controls by oversight agencies. Corruption, lack of oversight, impunity of state actors, and improper use of public resources are major problems in most countries of the region. Dealing with these issues is paramount to restoring and deepening democratic legitimacy. The fundamental question in this volume is how democratic leaders in Latin America can improve accountability while simultaneously promoting governmental effectiveness. These issues have acquired urgency in contemporary Latin America because of heightened public concern about corruption and improper governmental actions on the one hand, yet on the other, uncertainty about the potential tradeoff between tightened accountability of officials and effective policy results. The volume enhances understanding of three key issues. First, it enriches understanding of the state of non-electoral forms of democratic accountability in contemporary Latin America. What are some of the major shortcoming in democratic accountability? How can they be addressed? What are some major innovations in the efforts to enhance democratic accountability? A second contribution of the volume is conceptual. Accountability is a key concept in the social sciences, yt its meaning varies widely form one author to the next. The authors in this volume, especially in the first four chapters, explicitly debate how bet to define and delimit the concept. Finally the volume also furthers understanding of the interactions between various mechanism and institutions of accountability. Many of the authors address how electoral accountability (the accountability of elected officials to the voters) interact with the forms of accountability in which state agencies oversee and sanction public officials. It sets before us writers, public figures, criminals, saints, and monarchs, as well as religious, cultural, and social revolutions. It gives us books, paintings, public monuments, even TV shows. Written by 164 American and European specialists, the essays are introduced by date and arranged in chronological order, but here ends the book’s resemblance to the usual history of literature.
