Praktik pelayanan publik tidak terlepas dari praktik administrasi publik yang diaplikasi di banyak negara. Pelayanan publik merupakan salah satu isu atau tujuan penting dari administrasi publik yang meliputi penyelenggaraan public services, public affairs (public interests and public needs), and distribution of public service equally. Konsepsi pelayanan publik berkembang seiring dengan perkembangan masyarakat dan ilmu pengetahuan, dan dalam hal ini setidaknya ada 3 perspektif administrasi publik yang bisa kita gunakan untuk mengkaji pelayanan publik yakni perspektif Old Public Administration, New Public Management, and New Public Service. Sesungguhnya pelayanan publik sebagai bagian dari upaya-upaya mewujudkan good governance, dapat dilihat melalui tiga langkah strategis: Pertama, interaksi antara Negara (yang diwakili pemerintah) dengan warganya, termasuk berbagai kelompok atau lembaga di luar pemerintah dalam pelayanan publik. Kedua, pelayanan publik merupakan ranah dimana prinsip-prinsip good governance dapat diartikulasikan dengan lebih baik. Ketiga, pelayanan publik melibatkan semua kepentingan yang berada di dalam negara. Pemerintah, masyarakat, dan mekanisme pasar memiliki kepentingan terhadap pelayanan publik yang lebih baik. Selain itu konsep Birokrasi di kebanyakan negara berkembang cenderung bersifat patrimonialistik: tidak efesien, tidak efektif (over consuming and under producing), tidak obyektif, anti terhadap kontrol karena orientasi dan kritik, tidak mengabdi kepada kepentingan umum lebih pada melayani pemerintah, tidak lagi menjadi alat rakyat tetapi telah menjadi instrumen politis dengan sifat sangat otoritatif dan represif, ciri dari birokrasi negara berkembang yaitu: Pertama, administrasi publiknya bersifat elitis, otoriter, menjauh atau jauh dari masyarakat dan lingkungannya serta paternalistik. Kedua, birokrasinya kekurangan sumber daya manusia (dalam hal kualitas) untuk menyelenggarakan pembangunan dan over dalam segi kuantitas. Ketiga, birokrasi di negara berkembang lebih berorientasi kepada kemanfaatan pribadi ketimbang kepentingan masyarakat. Keempat, ditandai adanya formalisme. Yakni, gejala yang lebih berpegang kepada wujud-wujud dan ekspresi-ekspresi formal dibanding yang sesungguhnya terjadi. Kelima, birokrasi di negara berkembang acapkali bersifat otonom. Artinya lepas dari proses politik dan pengawasan publik. Administrasi publik di negara berkembang umumnya belum terbiasa bekerja dalam lingkungan publik yang demokratis. Dari sifat inilah, lahir nepotisme, penyalahgunaan wewenang, korupsi dan berbagai penyakit birokrasi yang menyebabkan aparat birokrasi di negara berkembang pada umumnya memiliki kredibilitas yang perlu dibenahi melalui suatu reformasi secara mikro maupun makro.

Legislatif sebagai lembaga pengemban tugas fungsi pengawasan berperan dalam mewujudkan good governance yang bercirikan pemerintahan yang transparansi, akuntabel, partisipatif, efektif, efisien, responsif, namun dengan peran fungsi yang cukup luas dapat menimbulkan konflik antara eksekutif dan legislatif (pemerintah daerah), khususnya kepala daerah.

We are delighted to introduce the 2019 Brawijaya International Conference on Social and Political Sciences (B-SPACE). The aim of B-SPACE (Brawijaya International Conference on Social and Political Sciences) is to provide a platform for various stakeholders, varying from professionals, researchers, and academicians from across the world to present their scientific take and research results on social and political matters. The theme of B-SPACE 2019 was “Gender & Digital Society 4.0”. The amount of participants registered on the initial phase was 140. However, BSPACE 2019 cumulatively consisted of 79 scientific papers, presented orally by the respective authors during the two-day-conference. The oral presentation sessions were opened for the public, allowing a productive interaction between the presenters and the audience where knowledge and information were further shared. Aside from the opportunity to present them in front of an audience, the submitted scientific papers are processed to be published in EAI/EUDL proceedings.
