Sebagai sebuah gagasan, REDD+ adalah cerita sukses: sebuah pendekatan baru yang membangkitkan harapan bagi penggalangan dana berbasiskan hasil untuk menindaklanjuti kebutuhan mendesak dalam mitigasi perubahan iklim. Gagasan ini cukup luas untuk menjadi sebuah tajuk pohon, untuk memayungi sejumlah besar pelaku di bawahnya untuk menumbuhkan pohon mereka sendiri. REDD+ menghadapi berbagai tantangan besar: Sejumlah kepentingan politik dan ekonomi yang kuat mendukung deforestasi dan degradasi yang berlanjut. Karena itu, implementasinya harus dikoordinasikan antara berbagai tingkat pemerintahan dan lembaga; manfaatnya harus disalurkan dengan menyeimbangkan keefektifan dan kesetaraan; ketidakpastian kepemilikan lahan (tenurial) dan jaringan pengamannya harus ditangani sungguh-sungguh; serta institusi yang transparan, pemantauan karbon yang dapat diandalkan dan tingkat acuan yang realistis, semuanya dibutuhkan untuk mendukung berbagai sistem berbasiskan hasil. REDD+ membutuhkan – dan dapat menjadi katalisator – perubahan transformatif: Insentif ekonomi yang baru, informasi dan wacana yang baru, berbagai pelaku dan koalisi kebijakan yang baru berpotensi untuk menggeser kebijakan domestik agar menjauh dari jalur bisnis seperti biasa. Proyek-proyek REDD+ bersifat gabungan di kawasan-kawasan yang tingkat deforestasinya tinggi: Para pengusul proyek mengusahakan strategi yang menggabungkan penegakan peraturan dan mendukung mata pencaharian alternatif (ICDP) dengan sejumlah insentif yang berbasiskan hasil (PES). Proyek-proyek cenderung berlokasi di kawasan-kawasan yang tingkat deforestasinya tinggi dan nilai karbonnya besar, sehingga menghasilkan nilai tambahan yang tinggi jika mereka berhasil. Ada pilihan kebijakan ‘tanpa penyesalan’: Meskipun ada ketidakpastian tentang masa depan REDD+, para pemangku kepentingan perlu membangun dukungan dan koalisi politik untuk melakukan perubahan, melakukan investasi dalam sistem informasi yang memadai, serta melaksanakan kebijakan yang dapat mengurangi deforestasi dan degradasi hutan, yang semuanya tetap diinginkan terlepas dari tujuan-tujuan untuk mengatasi persoalan iklim.

This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

The rise of environmentalism has been one of the more remarkable developments in the politics of western societies in recent decades. However, as environmental awareness has become more generalized, the forms of expression of environmental concern have changed. Established environmental movement organizations have become embedded in policy networks, but, in some countries, there has been a resurgence of environmental radicalism. New groups, adopting innovative tactics, have mounted spectacular and disruptive protests. These developments pose interesting questions for social scientists and policy-makers. Has the institutionalization of established environmental organizations demobilized their supporters and reduced them to a passive, credit-card waving 'conscience' constituency? Has direct participation in environmental protest become the specialized activity of smaller numbers of people? Has there been a decline in the total volume of environmental protest, or is it merely that the forms of protest have changed? Have the protest repertoires of established groups moderated over time, or have they been stimulated by the emergence of more radical groups to adopt more challenging tactics? Has environmental protest become more confrontational? Do protests employ different repertoires of action according to the issues at stake? How does the incidence of protest vary over time and from one country to another? Is there evidence of a Europeanization of either the issues or the forms of environmental protest? These are some of the questions this volume addresses. Based upon an analysis of the protest events reported in one quality newspaper in each of eight countries during the ten years 1988 to 1997, this is the first systematically comparative study of environmental protest in a representative cross-section of EU member states. It breaks entirely new ground in the study of environmental politics in Europe and is a major contribution to the study of protest events.
