This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 – early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

Walaupun skema di tingkat internasional belum jelas, namun pemerintah Indonesia memandang penting untuk menyediakan berbagai kebijakan dan kelembagaan terkait dengan pelaksanaan skema REDD. Selain itu, buku ini memaparkan bagaimana bentuk tanggapan kebijakan dan kelembagaan itu, baik di tingkat nasional maupun pemerintah daerah (Kalimantan Barat dan Kalimantan Tengah) dalam kurun waktu antara tahun 2007 – 2010. Di tingkat nasional, tanggapan itu sangat cepat sehingga tampak dilakukan secara ad hoc dan sektoral sehingga tidak didukung oleh kesiapan birokrasi dan mekanisme kerja yang terkoordinasi antara lembaga pemerintah. Tanggapan tersebut belum seutuhnya masuk ke dalam kebijakan sehari-hari pemerintah. Hal yang sama terjadi juga di tingkat pemerintah daerah. Bahkan, dari segi kelembagaan, pembentukan lembaga tidak disertai dengan alokasi anggaran, karena pembentukan lembaga itu tidak direncanakan dan dimasukkan ke dalam rencana kerja pemerintah. Tanggapan pemerintah yang hanya melihat kepada perkembangan internasional itu sedikit melupakan bagaimana kesiapan dan kerentanan masyarakat di akar rumput yang akan menerima baik buruknya pelaksanaan REDD tersebut dan memang konsekuensinya, kebijakan tersebut tidak berpengaruh terhadap kehidupan ekonomi, sosial, dan budaya masyarakat yang diteliti. Buku ini mencoba menyajikan kondisi masyarakat yang berada di wilayah Demonstration Activities (DA) REDD (2 desa di Kapuas, Kalimantan Tengah dan 1 desa di Kapuas Hulu, Kalimantan Barat). Masyarakat yang berada di wilayah DA REDD tersebut sudah lama menggantungkan hidupnya dari hutan dan masih memegang adat leluhurnya. Mereka juga memiliki kemampuan untuk menafsir dan merespon berbagai hal yang datangnya dari luar yang menunjukkan kelenturan pranata sosial mereka. Terlalu dini untuk melihat bagaimana respon mereka terhadap DA REDD, namun berkaca dari pengalaman, terutama program-program pembangunan dan konservasi yang pernah dan sedang mereka alami, ada program konservasi yang membuat mereka traumatik dan bahkan sampai merubah mata pencaharian agar tidak dianggap ‘merambah hutan”. Di sisi lain, program pembangunan pemerintah terkadang tidak menyelesaikan masalah, namun malah menambah masalah yang diakibatkan kurangnya pemahaman akan struktur masyarakat desa tersebut serta tidak diakomodasinya aspirasi warga.

This paper explores opportunities for implementing activities for reducing emissions from deforestation and forest degradation (REDD) in areas with high poverty rates, rapid population growth and complex social dynamics. We focus on the potential role of localized Forest Management Units (or KPH) as an institutional partner, using the West Rinjani Protected Forest Management Unit (KPHL RB) on the island of Lombok, Nusa Tenggara Barat province, Indonesia as a case study. We relied on five essential elements for our analysis: (1) identification of land use changes, (2) estimation of average carbon stocks in forests and shrubland, (3) socioeconomic surveys to identify drivers of deforestation and forest degradation, (4) estimation of future reference emission levels, and (5) developing alternatives to reduce the rates of deforestation and forest degradation.

Pemerintah Indonesia sudah dengan tanggap memberikan respon kebijakan terhadap perubahan iklim/skema REDD, baik di dalam rencana pembangunan berupa program pembangunan maupun pelaksananan kebijakannya: membuat aturan khusus, membentuk lembaga baru dan memberikan alokasi Tapi respon cepat itu tidak dibarengi dengan pelaksanaan di lapangan. Kesenjangan antara apa yang direncanakan dengan apa yang akan dilaksanakan memang terlihat. Kesenjangan itu tidak hanya hadir ketika dibandingkan antara perencanaan dengan implementasi kebijakan, tetapi juga muncul di dalam masing-masing bentuk 3 kebijakan di atas, terutam dalam hal kebijakan alokasi anggaran. Masalah utamanya tetap klasik: lemahnya koordinasi antar sektor, manajemen dana yang tidak efesien, kompetisi antar instansi dan antar pemerintahan (pusat – daerah).anggaran.Respon hadir dalam tiga bentuk: pertama, Pemerintah Indonesia mengalokasikan sumber daya untuk menciptakan kebijakan yang sama sekali belum dikenal sebelumnya yang semata-mata ditujukan untuk mengatur hal baru sebagaimana tampak dalam pembuatan aturan dan kelembagaan terkait CDM atau REDD. Kedua, menyelaraskan kebijakan yang sudah ada dengan prioritas baru pengendalian perubahan iklim/REDD (misal, penanggulangan kebakaran hutan/lahan). Ketiga, pemerintah tidak mengatur tegas soal itu, yang bisa ditelusuri dari tidak adanya peraturan perundangan yang mengaturnya, namun kenyataannya tetap dilaksanakan, seperti dalam soal penerimaan hutang luar negeri. Masalah klasik tersebut dapat menjadi penghalang besar tanggung jawab negara dalam memenuhi dan melindungi hak-hak masyarakat adat/lokal, yang menjadi penerima dampak terbesar baik dalam skema REDD. Halangan itu hadir dalam bentuk pengakuan masyarakat adat masih minim yang terkait dengan soal tenurial masyarakat adat, pemberian akses yang tidak disertai dengan perubahan kebijakan yang lebih berorientasi kepada masyarakat adat, termasuk dalam alokasi pemanfaatan hutan, serta pembagian keuntungan dalam skema REDD yang ditentukan oleh pihak lain dan merugikan.
