This paper explores opportunities for implementing activities for reducing emissions from deforestation and forest degradation (REDD) in areas with high poverty rates, rapid population growth and complex social dynamics. We focus on the potential role of localized Forest Management Units (or KPH) as an institutional partner, using the West Rinjani Protected Forest Management Unit (KPHL RB) on the island of Lombok, Nusa Tenggara Barat province, Indonesia as a case study. We relied on five essential elements for our analysis: (1) identification of land use changes, (2) estimation of average carbon stocks in forests and shrubland, (3) socioeconomic surveys to identify drivers of deforestation and forest degradation, (4) estimation of future reference emission levels, and (5) developing alternatives to reduce the rates of deforestation and forest degradation.

Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

This report provides an overview of Nepals initiatives on readiness for Reducing Emissions from Deforestation and forest Degradation (REDD+). It presents the status of forest cover change; identifies the drivers of deforestation, institutional and distributional factors in the country; analyses the political economy of land use change; revisits the REDD+ process; and assesses prospects for effective, efficient and equitable outcomes of the same. Nepal has a high rate of deforestation and forest degradation, though there exists no robust, comprehensive orupdated information to show the precise rate. Multiple driverssuch as high dependency on forests, over harvesting, weak governance, landlessness and high opportunity costs for agricultural expansioncontribute to deforestation. The governments capacity to monitor and address these drivers and underlying causes appears inadequate. Forest officials, civil society organisations and donors exhibit strong enthusiasm for and active involvement in REDD+. Over half a dozen diverse REDD+ readiness initiatives are being implemented by the government and non-state actors. REDD+ implementation has adopted a participatory and multi-stakeholder process usually involving government agencies, civil society organisations and development partners. However, this process is largely detached from the complex dynamics of deforestation and appears to be limited to technical, administrative and peripheral issues. The core issues of forest tenure security and governance reform have not received adequate attention. A robust policy, legal and institutional foundation for community forestry and well-functioning community institutions provide a strong foundation for REDD implementation in Nepal. However, there are enormous challenges from the larger political and socio-economic context, the paucity and diversity of institutional arrangements and the unique nature and distribution of forest types.

Reducing Emissions from Deforestation and Degradation, forest conservation, sustainable forest management, and enhancement of forest carbon stocks (REDD) is a high concerned of the international agenda recently. Up to date, the progress of REDD in practice is still unclear, on how the mechanism can be implemented on the ground. This paper reviews how REDD is implemented in the three countries of Southeast Asia, namely Vietnam, Indonesia and Malaysia. The countries have been involved with the UN-REDD National Programmes and currently undergoing several REDD projects. It was found so far that the initiative is appropriate with the national strategies with a very promising mechanism. Vietnam, Indonesia and Malaysia have been actively responded with the REDD initiative, and committed to reduce the emission of greenhouse gases (GHG) at 20%, 26% and 40% respectively, relative to business-as-usual (BAU) conditions by the year 2020. All of the three countries have adopted strategies to put REDD into practice with the 'National REDD Action Plan' in Vietnam, the 'Strategy of 26/7' in Indonesia and the 'National Strategy on REDD' in Malaysia. Many legal documents were identified as supporting to the REDD implementation in the respective countries. The three countries have also received different amount of financial supports from bilateral/international partnerships to implement REDD via projects until 2017. It is approximately USD118.8 million for Vietnam, USD 1,000 million for Indonesia, and USD 11.4 million for Malaysia. With these supports, the respective countries have achieved a number of activities on REDD such in sharing of information and experience, capacity building, policy dialogue and cooperation opportunity seeking. The REDD is complicated and until today the countries are still in readiness process. Technical operations are identified as a big challenge for REDD, particularly when it comes to the implementation at national or nested level in Southeast Asia. There are outstanding of unclear pathway how to verify and determine the monitoring, reporting, verification system (MRV); benefit distribution system (BDS); and carbon market mechanism. Thus a failure to mobilize the REDD funds will deflate the enthusiasm to implement REDD activities on the ground, which means a serious delay of REDD implementation at the expense of both the communities that are dependent on forest resources, and the global population from continued destruction of primary forests.
