This Report on the Observance of Standards and Codes—Data Module (Data ROSC) updates assessments conducted in 2010 and 2015. The updated assessments are based on the May 2012 version of the IMF’s Data Quality Assessment Framework (DQAF) and cover the national accounts, government finance, and external sector statistics. The National Institute of Statistics and Geography (INEGI) is responsible for the national accounts, the Secretariat of Finance and Public Credit (SHCP) for the government finance statistics (except for data on state and local governments, which are the responsibility of INEGI), and the Bank of Mexico (BM) for the external sector statistics.

This Report on the Observance of Standards and Codes (ROSC) Data Module provides an assessment of Mexico’s macroeconomic statistics against the Special Data Dissemination Standard (SDDS) complemented by an assessment of data quality based on the IMF’s Data Quality Assessment Framework (DQAF) 2012. Mexico’s Consumer Price Index (CPI) and Producer Price Index (PPI) have solid institutional, conceptual and methodological, and source data foundations achieved through implementation of international best practices. Implementation of good practice extends to the serviceability and dissemination aspects of both indexes. It is also observed that CPI and PPI both benefit from the application of sound practices in concepts and methods.

Mexican macroeconomic statistics are in a period of transition as recent laws have strengthened the legal backing and have changed institutional arrangements. Mexico is in observance of the Special Data Dissemination Standard, meeting the specifications for data coverage, periodicity and timeliness, and the dissemination of advance release calendars. Executive Directors suggest enhancing cross-domain cooperation within and among statistical agencies and national accounts, government finance, and monetary and balance of payments statistics with the purpose of improving their international comparability.

This paper discusses key findings of the Report on the Observance of Standards and Codes—Data Module for Mexico. Despite the progress made and envisaged, there is scope for further improvement. The IMF staff mission identified the need for greater consistency in data recording across agencies and for regular inter-institution reconciliation exercises to resolve data discrepancies. One source of discrepancies is fixed capital formation of state and local governments, which—given the weight that these subnational units have in the aggregate—may well contribute to the significant divergence between measures of investment in the government finance statistics and in the national accounts. Accuracy and reliability of national accounts data are generally adequate and have improved since 2010.

This data module of the Report on Observance of Standards and Codes (ROSC) for Mexico contains a brief assessment of dissemination practices relative to the Special Data Dissemination Standards (SDDS) of the IMF. The findings reveal that dissemination of data subject to the SDDS is in observance of all SDDS specifications, including data coverage, periodicity, timeliness, and the dissemination of advance data release calendars. In several cases, the periodicity and timeliness of these data exceed SDDS requirements.

This report evaluates the observance of standards and codes on Financial Action Task Force recommendations for anti-money laundering and combating the financing of terrorism (AML/CFT) in Mexico. Mexico has a mature AML/CFT regime, with a correspondingly well-developed legal and institutional framework. The financial sector demonstrates a good understanding of the primary money laundering threats from organized crime groups and associated criminal activities as well as tax crimes, but the recognition of corruption as a main threat is uneven. Mexico also has a solid legal and institutional framework in place to seek and provide mutual legal assistance and extradition. The authorities also frequently rely on other forms of international cooperation to exchange information with other countries.
