Problem ubóstwa energetycznego przez wiele lat był bagatelizowany jako mało istotny, dotykający stosunkowo niewielkiej liczby Europejczyków. W ostatnich latach wraz z przyjęciem na siebie roli lidera w przeciwdziałaniu negatywnym skutkom zmian klimatycznych Unia Europejska zaczęła określać problem ubóstwa energetycznego jako poważne wyzwanie społeczne, polityczne i ekonomiczne dla państw członkowskich. Szczególnie ważne w tym kontekście są opracowanie i implementacja strategii przeciwdziałania ubóstwu energetycznemu. Jednak aby mogło to nastąpić, należy ustalić, czym jest ubóstwo energetyczne, jak można je zmierzyć, poznać dokładne jego przyczyny oraz dokonać przeglądu stosowanych już w państwach Unii Europejskiej metod przeciwdziałania i/lub minimalizowania jego negatywnych skutków. Taki cel publikacji postawiła sobie Anna Górska. Autorka podejmuje m.in. próbę wyjaśnienia, jakie są przyczyny oraz jakie są i mogą być konsekwencje zwiększenia się skali analizowanego problemu.
