Why are small states statistically more likely to have a democratic political system? By addressing this question from a qualitative and comparative methodological angle, this book analyses the effects of a small population size on political competition and participation. By comparing the four microstates of San Marino (Europe), St. Kitts and Nevis (Caribbean), Seychelles (Africa), and Palau (Oceania), it provides fresh and stimulating insight, concluding that the political dynamics of microstates are not as democratic as commonly believed. Instead, it is found in all four cases that smallness results in personalistic politics, dominance of the political executive, patron-client relations between citizens and politicians, and the circumvention of formal political institutions. In addition, the book suggests that the study of formal institutions provides an incomplete image of microstate democracy and that informal characteristics of politics in microstates also need to be explored in order to better explain the influence of smallness on democracy. In recent years democratic theory has taken a deliberative turn. Instead of merely casting the occasional ballot, deliberative democrats want citizens to reason together. They embrace 'talk as a decision procedure'. But of course thousands or millions of people cannot realistically talk to one another all at once. When putting their theories into practice, deliberative democrats therefore tend to focus on 'mini-publics', usually of a couple dozen to a couple hundred people. The central question then is how to connect micro-deliberations in mini-publics to the political decision-making processes of the larger society. In Innovating Democracy, Robert Goodin surveys these new deliberative mechanisms, asking how they work and what we can properly expect of them. Much though they have to offer, they cannot deliver all that deliberative democrats hope. Talk, Goodin concludes, is good as discovery procedure but not as a decision procedure. His slogan is, 'First talk, then vote'. Micro-deliberative mechanisms should supplement, not supplant, representative democracy. Goodin goes on to show how to adapt our thinking about those familiar institutions to take full advantage of deliberative inputs. That involves rethinking who should get a say, how we hold people accountable, how we sequence deliberative moments and what the roles of parties and legislatures can be in that. Revisioning macro-democratic processes in light of the processes and promise of micro-deliberation, Innovating Democracy provides an integrated perspective on democratic theory and practice after the deliberative turn.

"While various democratic theorists have looked at particular instances of recent social movements (Occupy or the Arab Spring, for example), none have yet attempted a more general theoretical take on what it is that relates all of these movements (if there is a thread), and what that running thread can tell us about democratic theory. This book argues that there is a commonality to these movements as well as a striking lesson about the nature of democracy, sovereignty, agency and solidarity today: in that these movements all highlight the ordinariness of neoliberal regimes and the ways in which citizens find solidarity and a sense of freedom in the marketplace. Aslam argues that neoliberalism is more than a set of policies, ideological principles, or a distinct phase of capitalism--rather it constitutes the ways in which citizens think about their everyday lives. Conceived as common sense, it also governs what is permitted or forbidden in public discourse. Mass movements call attention to the effects of neoliberalism, providing a way to contest its acceptability; in doing so they help to contextualize the impasse that marks a language of civil empowerment and inclusion on one hand, and feelings of powerlessness, diminished agency and impassivity on the other.
