Migrant Homelessness and the Crimmigration Control System offers new insights into the drivers of homelessness following migration by unpacking the housing consequences of ‘crimmigration’ control systems in the US and the UK. The book advances ‘housing sacrifice’ as a concept to understand journeys in and out of homelessness and the coping strategies migrants employ. Undergirded by persuasive empirical research, it offers a compelling case for a ‘social citizenship’ right to housing guaranteed across social, political and civil realms of society. The book is structured around the 30 life stories of people who have migrated to the capital cities of Boston and Edinburgh from Central America and Eastern Europe. The narratives are complemented by interviews with a range of stakeholders (including frontline caseworkers, activists and policymakers). Guided by the tenets of critical realist theory, this book offers a biographical inquiry into the intersections of race, class and gender and provides insight into the everyday precarity homeless migrants face, by listening to them directly. It will be of interest to students, scholars, and policymakers across a range of fields including housing, immigration, criminology, sociology, and human geography.

In the context of both the financial crisis and the crisis of European migration politics, the notion of solidarity has gained renewed prominence and - as this book argues - its practice has become increasingly contentious. Intersecting crises have sharpened social and political polarization and have contracted simultaneously the space for migrant and minority rights as well as the rights around political dissent. Building upon social movement and migration studies, this book maps the two sides of ‘contentious solidarity’: a shrinking civic space and its contestation by civil society. The book thereby unfolds the variety of repressive means (physical, legal, administrative and discursive) employed by governmental and non-governmental bodies against migrant solidarity, but also looks at how civil society organizations react to these restrictions through at times moderation and at times increasing contention. The diagnosis of ‘contentious solidarity’ is located within two broader trends affecting the relationship between the state and civil society in a neoliberal context in general and since the financial crisis in particular. Bridging studies on social movement studies and civil society organizations, this volume contributes to recent reflections on repression of social movements as well as of a hybridization of civil society organizations. Neoliberal Housing Policy considers some of the most significant housing issues facing the West today, including the increasing commodification of housing; the political economy surrounding homeownership; the role of public housing; the problem of homelessness; the ways that housing accentuates social and economic inequality; and how suburban housing has transformed city life. The empirical focus of the book draws mainly from the US, UK and Australia, with examples to illustrate some of the most important features and trajectories of late capitalism, including the commodification of welfare provision and financialisation, while the examples from other nations serve to highlight the influence of housing policy on more regional- and place-specific processes. The book shows that developments in housing provision are being shaped by global financial markets and the circuits of capital that transcend the borders of nation states. Whilst considerable differences within nation states exist, many government interventions to improve housing often fall short. Adopting a structuralist approach, the book provides a critical account of the way housing policy accentuates social and economic inequalities and identifies some of the significant convergences in policy across nations states, ultimately offering an explanation as to why so many ‘inequalities’ endure. This book explores the ways in which the state and private security firms contribute to the direct and structural harm of asylum seekers through policies and practices that result in states of perpetual destitution, exclusion, and neglect. By synthesising historic and contemporary public policy, criminological and sociological perspectives, political philosophy, and the direct experiential accounts of asylum seekers living within dispersed accommodation, this text exposes the complex and co-dependent relationship between the state’s social control aims and neoliberal imperatives of market expansion into the immigration control regime. The title borrows from former Home Secretary Theresa May’s pronouncement that the UK government aimed to foster a ‘hostile environment’ in its response to illegal immigration. While the Home Office later attempted to rebrand its hostile environment policy as a ‘compliant environment’, this book illustrates how aggressive approaches toward the management of asylum-seeking populations has effectively extended the hostile environment to those legally present within the UK. Through an examination of the expanded privatisation of dispersed asylum housing and the UK government’s reliance on contracts with private security firms like G4S and Serco, this book explores the lived realities of hostile environments as asylum seekers’ accounts reveal the human costs of marketised asylum accommodation programmes.

The conference is the largest scholarly gathering on migration with a global scope. Human mobility, economics, work, employment, integration, insecurity, diversity and minorities, as well as spatial patterns, culture, arts and legal and political aspects appear to be key areas in the current migration debates and research. Throughout the program of the Migration Conference you will find various key thematic areas covered in 598 presentations by 767 contributors coming from all around the world, from Australia to Canada, China to Colombia, Brazil to Korea, and South Africa to Norway. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. Martin, Karsten Paerregaard, Ferruccio Pastore, Martin Ruhs, Jeffrey H. Cohen, and Carlos Vargas Silva. Although the main language of the conference is English, this year we will have linguistic diversity as usual and there will be presentations in French, Italian, Spanish and Turkish.
