Every year migrants across the globe send more than $500 billion to relatives in their home countries, and this circulation of money has important personal, cultural, and emotional implications for the immigrants and their family members alike. Insufficient Funds tells the story of how low-wage Vietnamese immigrants in the United States and their poor, non-migrant family members give, receive, and spend money. Drawing on interviews and fieldwork with more than one hundred members of transnational families, Hung Cam Thai examines how and why immigrants, who largely earn low wages as hairdressers, cleaners, and other "invisible" workers, send home a substantial portion of their earnings, as well as spend lavishly on relatives during return trips. Extending beyond mere altruism, this spending is motivated by complex social obligations and the desire to gain self-worth despite their limited economic opportunities in the United States. At the same time, such remittances raise expectations for standards of living, producing a cascade effect that monetizes family relationships. Insufficient Funds powerfully illuminates these and other contradictions associated with money and its new meanings in an increasingly transnational world.

Over the past half-century, El Salvador has transformed dramatically. Historically reliant on primary exports like coffee and cotton, the country emerged from a brutal civil war in 1992 to find much of its national income now coming from a massive emigrant workforce—over a quarter of its population—that earns money in the United States and sends it home. In American Value, David Pedersen examines this new way of life as it extends across two places: Intipucá, a Salvadoran town infamous for its remittance wealth, and the Washington, DC, metro area, home to the second largest population of Salvadorans in the United States. Pedersen charts El Salvador’s change alongside American deindustrialization, viewing the Salvadoran migrant work abilities used in new lowwage American service jobs as a kind of primary export, and shows how the latest social conditions linking both countries are part of a longer history of disparity across the Americas. Drawing on the work of Charles S. Peirce, he demonstrates how the defining value forms—migrant work capacity, services, and remittances—act as signs, building a moral world by communicating their exchangeability while hiding the violence and exploitation on which this story rests. Rising food prices, climate change, and the ravages of global capitalism have made the poor increasingly vulnerable to economic crises. At the same time, the governments of many developing countries have adopted austerity measures that leave their citizens without a safety net in times of need. This combination poses a potent threat to social and political stability throughout the developing world. How do the poor cope with economic crises when their governments fail to guarantee social welfare? How do societies keep from fracturing under the weight of economic grievances and civil unrest? Outsourcing Welfare argues that the answers to these questions lie with remittances, the hundreds of billions of dollars that international migrants send to their home countries. Remittances are a leading source of income in dozens of developing economies and a critical lifeline that millions of families use to pay for food, healthcare, clothing, and other basics. In the absence of adequate government social protections, remittances insulate poor families from the full pain of economic crises, and in doing so, reduce the severity of grievances that fuel populist anger, civil unrest, and political instability. Through stories from his fieldwork in Mexico and Central America and analyses of data from Africa, Latin America, the Caribbean, and the Middle East, Roy Germano shows how remittances buffer economic shocks, contribute to economic optimism, and dampen the threat of popular discontent during economic crises. Germano argues that remittances perform a social, economic, and political function that is strikingly similar to social spending, and that counting on people to migrate and send money home has become a de facto social welfare policy in many developing countries.
