Rural life in Southeast Asia is being transformed by new and intensifying processes of migration and mobility. Migration out of rural areas creates new forms of class mobility, familial relations, production processes and income. Migration into rural areas creates a new and sometimes marginalized workforce, contestation over resource access, and the juxtaposition of culturally different groups. At the same time, everyday mobility stretches the spatial boundaries of village and family life. The bounded space of the village is no longer adequate to understand the dynamics that are driving (and resulting from) rural social change. This collection of original studies explores the cultural, economic and environmental dimensions of intensifying migration and mobility in rural Southeast Asia at multiple scales. Diverse processes are explored including rural-urban flows, rural-rural movement, everyday mobilities, and international migrations into regional and global labour markets. Drawing on fieldwork in six countries across the region, these essays also explore what migration means for our understanding of class, citizenship, gender and the state in a rapidly changing part of the world. This book was based on two parts of a special issue of Critical Asian Studies.

In the era of globalization many minority populations are subject to marginalization and expulsion from their traditional habitats due to rapid economic restructuring and changing politico-spatial relations. This book presents an analytical framework for understanding how mobility is an inherent part of such changes. The book demonstrates how current neoliberal policies are making people increasingly on the move – whether voluntarily or forced, and whether individually, as family, or as whole communities – and how such mobility is changing the livelihoods of indigenous people, with particular focus on how these transformations are gendered. It queries how state policies and cross-border and cross-regional connections have shaped and redefined the livelihood patterns, rights and citizenship, identities, and gender relations of indigenous peoples. Women’s and youth’s roles in agriculture vary across contexts and over time. Limited quantitative information is available on this topic from Southeast Asia in general, and particularly from Myanmar. We use nationally representative data to document women’s and youth’s involvement in agriculture in rural Myanmar. First, we show that women and youth contribute substantially to agriculture. Women in farm households perform 39 percent of household farm labour days, and 43 percent of agricultural wage workers are women. Twenty-seven percent of adults performing household agricultural work are youth and 22 percent of agricultural wage workers are youth. Yet, women’s farm wages are 29 percent lower than men’s farm wages. Youth’s farm wages are 17 percent lower than farm wages of non-youth for men, but we don’t find similar wage differences for women. Second, we find a significant gender gap in land rights, but the share of women who have land rights is still sizable. Nineteen percent of adult men are documented landowners compared to seven percent of adult women. Few youth have land rights, but the likelihood increases with age. Third, we explore cropping patterns. No crops are grown exclusively by men or women, but rice is more often and vegetables are less often cultivated by households where men are the sole agricultural decision makers. Finally, we focus on access to credit. Women receive loans less often than men (21 percent vs. 26 percent) and youth rarely receive loans (4 percent). Women’s loans are more often aimed at alleviating basic needs, such as food and health expenditures. Men’s loans are more often aimed at investment in productive activities, especially farming. The evidence suggests that including men, women and youth equally in agricultural projects and policy making is critical to advance equity and achieve development goals.

With a current population inflow into cities of 200,000 people per day, UN Habitat expects that up to 75% of the global population will live in cities by 2050. Both women and men depend on forests, agroforestry and trees for their livelihoods, and play a critical role in managing them. However, inequalities persist in roles, rights and responsibilities of women and men, and shape the ways they participate in decision making, benefit from forest and tree resources, and experience changes in forest and tree-based landscapes. Gender biases in the wider policy environment and exclusionary social norms result in a gender gap in access to and control of assets and key resources, including land, labor, credit, information and extension services, with women facing disadvantages in several domains. These inequalities, embedded in formal and informal institutions and structures, hinder the change needed to support the sustainable and equitable development solutions that FTA seeks to deliver.As FTA's research agenda has evolved since the program's inception, so too has the program's portfolio of gender and social inclusion research. This revised research agenda and action plan draws on a tradition of quality gender work within FTA centers and complements FTA's original Gender Strategy (2013). It reflects the evolution of the program, including thematic and methodological developments in gender research and praxis, and increases the focus on the nexus of gender and generation (including youth issues), and efforts to make FTA’s research increasingly transformative.

This volume compiles five papers modeling the effects of neoliberal economics on the emergence of Ebola and its aftermath. Neoliberalism is currently the world’s primary economic philosophy. It centers international relations around globalizing laissez-faire economics for multinational companies, promoting free trade, deregulating economic markets, and shifting state expenditures in favor of private property. The multidisciplinary teams represented here place both Ebola Makona, the Zaire Ebola virus variant that has infected 28,000 in West Africa, and Ebola Reston, which is currently emerging in industrial hog farms in the Philippines and China, within a multi-plank modeling framework. Using a stochastic extinction model that one group spatializes, environmental stochasticity across the ecologies in which Ebola evolves is treated as an ecosystemic prophylaxis. An agroecological logic gate is developed for epidemic control. A Black-Scholes model explicitly links economic margins across agricultural systems to success in biocontrol. This new control theory is further developed around the data-rate and rate-distortion theorems, a turbulence model, and cognitive symmetry breaking. Lastly, a model of pandemic penetrance is used to explore the domino effects of serious outbreaks amplifying through the cascades of disasters that can follow deadly pandemics. All the models presented are contextualized by socioeonomic geographies specific to outbreak locales.Together the models suggest shifts in regional agroeconomics under the neoliberal doctrine, driving deforestation and monoculture production, destroying the ecosystemic “friction” with which local forests typically disrupt Ebola transmission. The resulting collapse in such an ecological function accelerates pathogen spillover and propagation across the remaining host populations. The failure on the part of current control efforts to assimilate such a structural context may render even an efficacious vaccine dysfunctional. The authors propose an alternate science of disease and an adjunct program of interventions useful to researchers and public health officials alike.
