In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book's empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol. This book explores how governments in multi-level states coordinate immigrant integration policies. It sheds light on how the decentralization of immigrant integration to substate regions can lead to conflict or cooperation, and how a variety of factors may shape different approaches to migrants. Immigrant integration is an increasingly important policy area for governments. However, in multi-level states, immigrant integration is rarely the responsibility of the ‘central’ government. Instead, it is often decentralized to substate regions, which may have formulated their own, unique approaches. The way in which migrants are included into one part of a state may therefore be radically different from the experiences of migrants in another. How do multi-level states deal with potentially diverging approaches? This book examines how governments coordinate on immigrant integration in multi-level states. Four multi-level states form the backbone of the analysis: two of which are federal (Canada and Belgium) and two that are decentralized (Italy and Spain). We find that intergovernmental dynamics on immigrant integration are shaped by a variety of factors ranging from party politics to constitutional power struggles. This analysis contributes not only to our understanding of intergovernmental relations in multi-level systems; it also enhances our knowledge of the myriad ways in which different regions seek to include migrants into their societies, economies and political systems. The chapters in this book were originally published as a special issue of Regional and Federal Studies.

This monograph presents an integrated concept of workforce development strategy for the Far Eastern Federal District of Russia. This concept is based on the strategizing methodology developed by Vladimir L. Kvint. The concept takes into account contemporary global, national, and regional development trends in workforce, employment, and labor market issues, including the active influence of information and communication technologies and the appearance of numerous novel forms of employment. The Russian Far East is a region of geostrategic importance for the whole world, rich in minerals that can be extracted provided that the region has the necessary—and correctly applied—workforce. This volume shows the uniqueness of the region’s workforce and factors that impact workforce development. The author identifies strategic factors influencing workforce development, namely, migration, education system, income sources, and business climate. The monograph identifies, with allowance made for global trends, the main components of workforce development strategy for the Far East: mission, vision, strategic advantages, and priorities. The measures proposed are evaluated in terms of public and economic efficiency. The conclusions and proposals in this work are built on the analysis of this wide range of analytical data. Workforce development programs, from the Tsarist era until the present, are analyzed in this work, and creative approaches to the workforce provision problems of the Russian Far East and appraisal criteria for the strategy’s public and economic efficiency are proposed.
