This book explores contemporary migration by boat through the intertwined, and under-explored, elements of empirical data, governance and geopolitics, and discourses. While the migration of people by boat is a long-standing phenomenon, journeys have become more frequent and precarious as states illegalise entry. As migration at sea becomes more common, it has gained attention from a range of actors, including enforcement authorities, political elites, media, and non/inter-governmental organizations. The sea has thus become a space of hope/desperation for migrants as well as conflict over territory and sovereignty, representing wider social debates in and beyond Australia, Canada, the European Union, and the United States. Current literature on migration by boat reflects these debates, primarily concentrating on the humanitarian and legal realities of migration by boat and border enforcement at sea , however, few studies have analysed their empirical relationship. This edited volume aims to fill this gap and thereby address three important, overlapping aspects of these debates. The first theme will explore data and methods on migration by boat, its discourse, and its enforcement, and in addition identifying appropriate research methodologies and sources to gather these data. The second theme will build upon the first by focusing on the relationship between data on migration by boat and governance and geopolitics of the “border”. Building upon the two themes already outlined,the third theme will identify and analyse how elite discourses represent migration at sea.

This book traces the reception and resettlement of Vietnamese, Cambodians and Laotians in France, Germany, the United Kingdom, the Netherlands and Israel during the 'boat people' crisis of 1975-79. These years saw hundreds of thousands of people displaced by the emergence of the Socialist Republic of Vietnam and political instability across south-east Asia. Using a comparative historical approach, the authors demonstrate the multiple ways in which refugees were contested, accepted, received and resettled across different national contexts. This episode is held up today as an example of European generosity. Yet this book illustrates how the reception of boat people in Western Europe and Israel was shaped by the Cold War, and by specific national preoccupations over international prestige, immigration, labour supply and the place of foreign-born strangers in their increasingly diverse societies. While the post-2015 refugee crisis in Europe has often been construed as a new challenge requiring an unprecedented coordinated international response, this book shows the longer history of such dilemmas. Humanised accounts of restrictions on mobility are rarely the focus of debates on irregular migration. Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe’s southern external borders against transnational migrants and preventing migrants’ on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports –a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. This research strengthens existing criminological literature and has the potential to offer insights to policy makers around the world.
