This book examines the role of migration as a livelihood strategy in influencing food access among rural households. Migration forms a key component of livelihoods for an increasing number of rural households in many developing countries. Importantly, there is now a growing consensus among academics and policymakers on the potential positive effects of migration in promoting human development. Concurrently, the significance of food security as an important development objective has grown tremendously, and the Sustainable Development Goals agenda envisages eliminating all forms of malnutrition. However, the academic and policy discussions on these two issues have largely proceeded in silos, with little attention devoted to the relationship they bear with each other. Using the conceptual frameworks of 'entitlements' and 'sustainable livelihoods', this book seeks to fill this gap in the context of India - country with the most food-insecure people in the world and where migration is integral to rural livelihoods.

Migration has contributed to the society we live in today, and as such, it is part of our shared history. Both the causes and the consequences are multifaceted and complicated. While many people leave their homes as a result of conflict or poverty, others move under conditions of peace, political stability and development. A large share of international migrants originated from rural areas. This is an important part of the structural transformation of an economy, and is an important part of the structural transformation of an economy. Examining the complex interlinkages of migration with agriculture, This report examines the existing literature and provides evidence from both developed and developing countries, focusing on why people from rural areas decide to migrate. It explores the drivers of migration, both international and internal, and aims to deepen our understanding of the interlinkages with agriculture, food security and rural development. This report assesses the impact of migration on countries of origin and destination, focusing on rural areas and the agricultural sector. It discusses how agricultural and social policies can address challenges and capitalize on opportunities created by migration trends.

Migration is an expanding global reality, one that allows millions of people to seek new opportunities. This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. The report investigates the drivers and impacts of rural migration and highlights how related policy priorities depend on country contexts that are in continuous evolution. These priorities will be different for countries in protracted crises, countries where rural youth employment is a challenge, countries in economic and demographic transition, and developed countries in need of migrant workers, not least to support agriculture and rural economies.

Over the last decade, two issues have risen to the top of the international development agenda: Food Security & Migration and Development. Each has its own agency champions, international gatherings, national line ministries and voluminous bodies of research. There is thus a massive institutional and substantive disconnect between these two development agendas. The reasons are hard to understand since the connections between migration and food security seem so obvious. Food security needs to be “mainstreamed” into the migration and development agenda and migration needs to be “mainstreamed” into the food security agenda. Without this happening, both agendas will proceed in ignorance of the other to the detriment of both. The result will be a singular failure to understand, and manage, the crucial reciprocal relationship between migration and food security. This paper aims to promote a conversation between food security and migration experts and policy-makers with particular reference to the crisis of urban food security in Africa. The empirical basis of the conversation is an AFSUN survey in 2008 and its findings on the differences between migrant and non-migrant households in 11 cities in Southern Africa.

The Regional Overview of Food Security and Nutrition in Europe and Central Asia 2018 provides new evidence for monitoring trends in food security and nutrition within the framework of the 2030 Sustainable Development Agenda. The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

Since the collapse of apartheid, there have been major increases in migration flows within, to and from the Southern African region. Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to "survive on the move". Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. This book shows that migrant lives and livelihoods should be at the centre of international and African debates about migration, poverty and development.
