This volume explores connections between migration studies and research in the history of Europeanization and Europeaness, areas which have generated much interest in recent years. Beyond histories of European political integration and the intellectual and elite movements that have supported this process, scholars increasingly pay attention to the constructed nature of Europeaness and European identities, and to the multiplicity of ways in which this construction happens. Migrants can be a particularly useful lens on Europeanization processes as they provide a perspective from the periphery in two ways: by providing a view literally from the outside as in the case of those who left the continent or by providing a view from the margins of the European societies within which they live. The collection asks what ‘Europe’ meant to migrants abroad - particularly within the transatlantic context - and within the continent during the twentieth century. Contributions from a variety of disciplinary perspectives reflect both on the broader historical context and theoretical implications and highlight specific cases, such as those of European labor migrants to the United States, of transatlantic exiles and émigrés, of Latin-American immigrants in present-day Europe, as well as the experience of highly-skilled migrants within the context of the European Union. Can we trace the emergence of European identities among different groups of migrants and, if so, what forms did they take? This book was originally published as a special issue of National Identities.

The history of Europe as a continent of refugees European history has been permeated with refugees. The Outsiders chronicles every major refugee movement since 1492, when the Catholic rulers of Spain set in motion the first mass flight and expulsion in modern European history. Philipp Ther provides needed perspective on today’s “refugee crisis,” demonstrating how Europe has taken in far greater numbers of refugees in earlier periods of its history, in wartime as well as peacetime. His sweeping narrative crosses the Mediterranean and the Atlantic, taking readers from the Middle East to the shores of America. In this compelling book, Ther examines the major causes of mass flight, from religious intolerance and ethnic cleansing to political persecution and war. He describes the perils and traumas of flight and explains why refugees and asylum seekers have been welcomed in some periods—such as during the Cold War—and why they are rejected in times such as our own. He also examines the afterlives of the refugees in the receiving countries, which almost always benefited from admitting them. Tracing the lengthy routes of the refugees, he reconceptualizes Europe as a unit of geography and historiography. The tensions between European conceptions of the welfare state and transnational migration have caused heated political, public, and academic debates over the last decades. Historiography, however, has not yet explored in depth how European societies struggled with this dilemma-filled relationship in the formative phases of modern welfare states from the late nineteenth century to the post-war era. The present volume contributes to filling this gap and thus to putting a highly topical issue into historical perspective. The focus is on Europe, but with a wide geographic scope that reaches also across the Atlantic. Following an introductory chapter, eleven case studies deal with four themes. The first part explores the agency of migrants in local-level administrative and judicial procedures that controlled practical access to formal rights. The second section investigates special regulations developed for seasonal labour migrants employed mainly in agriculture. The third part looks at the role of urban social policies in attracting, integrating, but also excluding both domestic and foreign migrants. The final section addresses the gradual globalisation of migrants’ social rights through international conventions. The book will be of interest not only to historians of welfare, migration, and citizenship, but also to social scientists as well as to graduate students in these fields.

Migration, in its many forms, has often been found at the center of public and private discourse surrounding German nationalism and identity, significantly influencing how both states construct conceptions of what it means to be "German" at any given place and time. The attempt at constructing an ethnically homogeneous Third Reich was shattered by the movement of refugees, expellees, and soldiers in the aftermath of the Second World War, and the contracting of foreign nationals as Gastarbeiter in the Federal Republic and Vertragsarbeiter in the German Democratic Republic in the 1960s and 70s diversified the ethnic landscape of both Cold War German states during the latter half of the Cold War. Bethany Hicks shows how the regional migration of East Germans into the western federal states both during and after German unification challenged essential Cold War assumptions concerning the ability to integrate two very different German populations.
