In the course of the twenty-first century, climate change is projected to significantly increase the already weighty immigration pressures that rich countries in Europe and North America face. Estimates vary greatly from 50 to 500 million further migrants until 2050, most of them from developing countries that have contributed little to global warming. Meanwhile, the willingness of citizens in destination countries to let further foreigners immigrate is unlikely to keep pace with that increase. In fact, the concern with climate migration is a blurry, intricate and pressing one that will turn out to challenge current political and philosophical frameworks. It is a blurry one because it will often be impossible to tell whether or to what extent it really was the changing climate that triggered a particular migratory flow (rather than, say, economic, social or demographic factors that often interact with the climatic trigger). It is an intricate one because, although it appears that heavily emitting countries have a particularly strong responsibility toward climate migrants, there is little doubt that in times of rising anti-immigrant sentiment that moral responsibility cannot be addressed by simply calling for more open borders. And it is a pressing one because this latter insight neither absolves us from our obligations toward climate migrants nor will it keep them from moving. Immigration Control in a Warming World aims to address these concerns and discusses potential future solutions to the issue of climate migration. That such morally appropriate solutions are hardly in sight in today's practice of international politics is a poignant realization, and it serves as a starting point for this book's trenchant critique of political inaction and of some philosophical commentators' more idealistic perspectives on migration in the 21st Century.

Around the world, from US coastal towns to island nations of the Pacific and the deserts of Africa, people are in danger of losing their homes. Some have already fled. Through a combination of climate manipulation, common garden, and genetically explicit in situ transplant experiments, my dissertation research investigated three questions aimed at increasing our understanding of species’ responses to rising global temperatures: can local climate change drive local extinction?; is present-day change disrupting local adaptation?; and can assisted migration boost population persistence? To study causal links between climate change and extinction, I focused on a relatively short-lived mountain wildflower, Androsace septentrionalis. Working out of the Rocky Mountain Biological Laboratory in Gothic, Colorado, I coupled a 25 year-old climate manipulation (“the Warming Meadow”) with fine-scale demographic analysis and experimental seed introductions. I found that experimental warming caused a precipitous decline in A. septentrionalis seedling and adult plant abundance, resulting in aboveground population sizes very close to zero. I also found that warming purged another, more elusive component of plant population size: belowground seed banks. Local warming caused these above- and belowground declines by stimulating seedling emergence, increasing seedling mortality, and decreasing both adult survival and fecundity. These effects, spread across the A. septentrionalis life cycle, resulted in strikingly low population growth rates that explain observed population cashes and predict inevitable extinction. This study, which identified causal, mechanistic links between local climate warming and local extinction, also demonstrates that naturally occurring A. septentrionalis populations face an elevated risk of local extinction due to present-day climate change. To study whether contemporary climate change has resulted in a mismatch between organisms and their local environments, I established a reciprocal transplant experiment across 6 naturally occurring A. septentrionalis populations along an elevation and climate gradient. Into each population, I planted A. septentrionalis lineages from that population as well as lineages from other populations from the same and different elevations. First year results from this study suggest evidence for adaptation to elevation-based differences at low, but not at mid or high, elevations. These findings are consistent with the hypothesis that climate change is driving a loss of local adaptation, particularly at higher elevations. These results are certainly preliminary, as they are based on early life stage performance. My ongoing work focuses on extending this assessment of transplant performance through later life history stages, and I will base my final conclusions about local adaptation on transplant lifetime fitness. Finally, to investigate the potential for assisted migration to rescue at risk populations, I conducted a transplant experiment in threatened A. septentrionalis Warming Meadow populations. Into both ambient and experimentally warmed plots, I planted A. septentrionalis lineages from nearby populations as well as lineages from lower-elevation populations. I found that low-elevation lineages assisted into the meadow had higher seedling survival than local lineages, a pattern consistent across control and heated plots. These findings indicate that natural selection on early seedling survival favors upward migrants in both present-day and predicted future climates. I have since tracked across-year survival and lifetime reproductive success of all Warming Meadow transplants. My ongoing work focuses on incorporating migrant-type specific vital rates into population demographic models and using these models to predict the potential for assisted upward migration to increase population growth rates and mitigate local extinction risk of warming A. septentrionalis populations.
