This book charts the lives of (suspected) thieves, illegitimate mothers and vagrants in early modern Frankfurt. The book highlights the gender differences in recorded criminality and the way that they were shaped by the local context. Women played a prominent role in recorded crime in this period, and could even make up half of all defendants in specific European cities. At the same time, there were also large regional differences. Women’s crime patterns in Frankfurt were both similar and different to those of other cities. Informal control within the household played a significant role and influenced the prosecution patterns of authorities. This impacted men and women differently, and created clear distinctions within the system between settled locals and unsettled migrants.

Literature in a Time of Migration offers a profound rethinking of British fiction in light of the new practices of human mobility that reshaped the nineteenth-century world. Building on the growing critical engagement with globalization in literary studies, it confronts the paradox that at a time when transnational human movement occurred globally on an unprecedented scale, British fiction appeared to turn inward to tell stories of local places that valorized stability and rootedness. In contrast, this book reveals how literary works, from the end of the Napoleonic Wars to the advent of the New Imperialism, were active components of a culture of colonization and emigration. Fictional texts, as print commodities, were enmeshed in technologies of transport and communication, and innovations in literary form were spurred by the conditions and consequences of human movement. Examining works by Scott, Charlotte Brontë, Dickens, and George Eliot, as well as popular contemporaries, Mary Russell Mitford, John Galt, and Thomas Martin Wheeler, this volume demonstrates how literary texts overlap with an agenda set in public discussions of colonial emigration that they also helped to shape. Debates about assisted emigration, 'forced' and 'free' migration, colonization, settlement, and the removal of native peoples, figure in fictions in complex ways. From the mid-eighteenth century to the early nineteenth century, the English Old Poor Law was waning, soon to be replaced by the New Poor Law and its dreaded workhouses. In Writing the Lives of the English Poor, 1750s-1830s Steven King reveals colourful stories of poor people, their advocates, and the officials with whom they engaged during this period in British history, distilled from the largest collection of parochial correspondence ever assembled. Investigating the way that people experienced and shaped the English and Welsh welfare system through the use of almost 26,000 pauper letters and the correspondence of overseers in forty-eight counties, Writing the Lives of the English Poor, 1750s-1830s reconstructs the process by which the poor claimed, extended, or defended their parochial allowances. Challenging preconceptions about literacy, power, social structure, and the agency of ordinary people, these stories suggest that advocates, officials, and the poor shared a common linguistic register and an understanding of how far welfare decisions could be contested and negotiated. King shifts attention away from traditional approaches to construct an unprecedented, comprehensive portrait of poor law administration and popular writing at the turn of the nineteenth century. The tensions between European conceptions of the welfare state and transnational migration have caused heated political, public, and academic debates over the last decades. Historiography, however, has not yet explored in depth how European societies struggled with this dilemma-filled relationship in the formative phases of modern welfare states from the late nineteenth century to the post-war era. The present volume contributes to filling this gap and thus to putting a highly topical issue into historical perspective. The focus is on Europe, but with a wide geographic scope that reaches also across the Atlantic. Following an introductory chapter, eleven case studies deal with four themes. The first part explores the agency of migrants in local-level administrative and judicial procedures that controlled practical access to formal rights. The second section investigates special regulations developed for seasonal labour migrants employed mainly in agriculture. The third part looks at the role of urban social policies in attracting, integrating, but also excluding both domestic and foreign migrants. The final section addresses the gradual globalisation of migrants’ social rights through international conventions. The book will be of interest not only to historians of welfare, migration, and citizenship, but also to social scientists as well as to graduate students in these fields.

During the nineteenth century, local officials sought to deal with their Irish pauper ‘problem’ by removing these poor migrants back to Ireland under the laws of settlement and removal. Over the course of the century, hundreds of thousands of Irish paupers were forcibly repatriated in this way. Even though the settlement rights of Irish immigrants gradually improved over time, removals were still taking place into the twentieth century. The system was widely recognised as being cruel and unfair, especially in Ireland where the removal of Irish paupers from Britain garnered considerable political and press attention. Much was made of the illegality of some removals, and of harsh removals involving widowed women, children and the elderly. This book, which is the first sustained study of repatriation from Britain, demonstrates a persistent theme: the marginal nature of Irish life on the larger island. Drawing on extensive research from newspaper sources and parliamentary papers, it presents an original and richly detailed perspective on Irish immigration, poverty and pauperism in nineteenth-century Britain.
