Am Beispiel des :Hauptflüchtlingslandes9 Niedersachsen wird u. a. der Einfluß der nationalsozialistischen Medizinalbürokratie auf den gesundheitspolitischen Umgang mit den Zuwanderern gezeigt. Im Fazit führte die niedersächsische Politik durch gezielte Horrormeldungen über wachsende Infektions- und Seuchengefahren zur Ausgrenzung, zugleich aber auch zu einer nachhaltigen Verbesserung der Gesundheitsfürsorge im Land.
