The long-term, comprehensive modernization of the armed forces of the People's Republic of China (PRC) entered a new phase in 2015 as China unveiled sweeping organizational reforms to overhaul the entire military structure. These reforms aim to strengthen the Chinese Communist Party's (CCP) control over the military, enhance the PLA's ability to conduct joint operations, and improve its ability to fight short-duration, high-intensity regional conflicts at greater distances from the Chinese mainland. China's leaders seek ways to leverage China's growing military, diplomatic, and economic clout to advance its ambitions to establish regional preeminence and expand its international influence. Chinese leaders have characterized modernization of the People's Liberation Army (PLA) as essential to achieving great power status and what Chinese President Xi Jinping calls the "China Dream" of national rejuvenation. They portray a strong military as critical to advancing Chinese interests, preventing other countries from taking steps that would damage those interests, and ensuring that China can defend itself and its sovereignty claims. Throughout 2015, China continued to assert sovereignty claims over features in the East and South China Seas. In the East China Sea, China continued to use maritime law enforcement ships and aircraft to patrol near the Senkaku (Diaoyu) Islands in order to challenge Japan's claim. In the South China Sea, China paused its land reclamation effort in the Spratly Islands in late 2015 after adding more than 3,200 acres of land to the seven features it occupies in the archipelago. Although these artificial islands do not provide China with any additional territorial or maritime rights within the South China Sea, China will be able to use them as persistent civil-military bases to enhance its long-term presence in the South China Sea significantly. China demonstrated a willingness to tolerate higher levels of tension in the pursuit of its interests, especially in pursuit of its territorial claims in the East and South China Sea; however, China still seeks to avoid direct and explicit conflict with the United States. China's leaders understand that instability or conflict would jeopardize the peaceful external environment that has enabled China's economic development, which is central to the perpetuation of the CCP's domestic legitimacy. In the near-term, China is using coercive tactics short of armed conflict, such as the use of law enforcement vessels to enforce maritime claims, to advance their interests in ways that are calculated to fall below the threshold of provoking conflict. In the long term, Chinese leaders are focused on developing the capabilities they deem necessary to deter or defeat adversary power projection and counter third-party-including U.S.-intervention during a crisis or conflict. China's military modernization is producing capabilities that have the potential to reduce core U.S. military technological advantages.

The report shall also address U.S.-China engagement and cooperation on security matters during the period covered by the report, including through U.S.-China military-to-military contacts, and the U.S. strategy for such engagement and cooperation in the future.” THE PEOPLE'S REPUBLIC OF CHINA (PRC) continues to pursue a long-term, comprehensive military modernization program designed to improve the capacity of its armed forces to fight and win short- duration, high-intensity regional military conflict. Preparing for potential conflict in the Taiwan Strait appears to remain the principal focus and primary driver of China's military investment. However, as China's interests have grown and as it has gained greater influence in the international system, its military modernization has also become increasingly focused on investments in military capabilities to conduct a wider range of missions beyond its immediate territorial concerns, including counter-piracy, peacekeeping, humanitarian assistance/disaster relief, and regional military operations. Some of these missions and capabilities can address international security challenges, while others could serve more narrowly-defined PRC interests and objectives, including advancing territorial claims and building influence abroad. To support the Chinese People's Liberation Army's (PLA) expanding set of roles and missions, China's leaders in 2012 sustained investment in advanced short- and medium- range conventional ballistic missiles, land- attack and anti-ship cruise missiles, counter- space weapons, and military cyberspace capabilities that appear designed to enable anti- access/area-denial (A2/AD) missions (what PLA strategists refer to as “counter- intervention operations”). The PLA also continued to improve capabilities in nuclear deterrence and long-range conventional strike; advanced fighter aircraft; limited regional power projection, with the commissioning of China's first aircraft carrier, the Liaoning; integrated air defenses; undersea warfare; improved command and control; and more sophisticated training and exercises across China's air, naval, and land forces.

Since 2002, Chinese leaders - including President Xi Jinping - have characterized the 21stcentury's initial two decades as a "period of strategic opportunity." They assess that international conditions during this time will facilitate domestic development and the expansion of China's "comprehensive national power." The Chinese Communist Party (CCP) has distilled these objectives into President Xi's "China Dream of national rejuvenation" to establish a powerful and prosperous China.China's leaders increasingly seek to leverage China's growing economic, diplomatic, and military clout to establish regional preeminence and expand the country's international influence. "One Belt, One Road," now renamed the "Belt and Road Initiative" (BRI), is intended to develop strong economic ties with other countries, shape their interests to align with China's, and deter confrontation or criticism of China's approach to sensitive issues. Countries participating in BRI could develop economic dependence on Chinese capital, which China could leverage to achieve its interests. For example, in July 2017, Sri Lanka and a Chinese state-owned enterprise (SOE) signed a 99-year lease for Hambantota Port, following similar deals in Piraeus, Greece, and Darwin, Australia.China seeks to secure its objectives without jeopardizing the regional stability that remains critical to the economic development that has helped the CCP maintain its monopoly on power. However, China is also willing to employ coercive measures - both military and non-military - to advance its interests and mitigate opposition from other countries. For example, in 2017, China used economic and diplomatic pressure, unsuccessfully, in an attempt to urge South Korea to reconsider the deployment of the Terminal High-Altitude Area Defense (THAAD) system.In its regional territorial and maritime disputes, China continued construction of outposts in the Spratly Islands, but also continued outreach to South China Sea claimants to further its goal of effectively controlling disputed areas. China also maintained a consistent coast guard presence in the Senkakus. In June 2017, India halted China's efforts to extend a road in territory disputed with Bhutan near the India border, resulting in a protracted standoff lasting more than 70 days. In August, India and China agreed to withdraw their military forces from the vicinity of the standoff; however, both countries maintain a heightened military presence in the surrounding region.While the Department of Defense engages substantively with the People's Liberation Army, DoD will also continue to monitor and adapt to China's evolving military strategy, doctrine, and force development, and encourage China to be more transparent about its military modernization. The United States will adapt its forces, posture, investments, and operational concepts to ensure it retains the ability to defend the homeland, deter aggression, protect our allies and partners, and preserve regional peace, prosperity, and freedom.
