As agreed with your office, this letter responds to the Senate Committee on Armed Services' report on the fiscal year 1999 DOD Authorization Act and (1) describes the status of DOD's efforts to implement its joint experimentation program, (2) identifies some of the factors that we believe contribute to the success of a joint experimental program, and (3) provides answers to the issues posed in the report regarding the extent of DOD's support for future warfighting.

As the NATO combat mission in Afghanistan draws to an end, the ‘West’ is starting to take a hard look back at two decades of global stabilization efforts. The ‘lessons learned’ literature on these efforts is exploding. One of the dominant themes in this literature is the need to embed the specifically military toolkit into a much more comprehensive, integrated approach towards planning and executing. In this forward-looking report, HCSS goes a step further by focusing not on the operational but on the strategic level of decision-making. Today, this strategic layer is driven much more by domestic and international ‘politicking’ than by creative strategic thinking. This report advocates a new approach to strategic decision-making which we label ‘strategic design’. It summarizes and borrows some key insights from the ‘design thinking’ literature in the business and public management literature and applies those to the security challenges surrounding stabilization efforts. The report then illustrates this approach by developing and evaluating a few ‘design sketches’ for new capability elements that even a small force provider like The Netherlands could start developing. As the world enters a new millennium, the U.S. military simultaneously enters a new era in warfare -- an era in which warfare is affected by a changing strategic environment and rapid technological change. The United States and its multinational partners are experiencing a transition from the Industrial Age to the Information Age. Simultaneously, it is fully engaged in a global war on terrorism set in a new period of globalization. These changes, as well as the experiences gained during recent and ongoing military operations, have resulted in the current drive to transform the force with network-centric warfare (NCW) as the centerpiece of this effort. This document describes how the tenets and principles of NCW are providing the foundation for developing new warfighting concepts, organizations, and processes that will allow U.S. forces to maintain a competitive advantage over potential adversaries, now and in the future. In sum, the report provides an overview of the ongoing implementation of NCW in the Department of Defense (DoD). A brief description of NCW, including its origins, its central role in force transformation, its tenets and principles, and an implementation strategy, are provided in Chapter 1. An examination of NCW as an emerging theory of war, its relationship to the four domains of Information Age warfare, the growing evidence of its benefits, and the warfighting advantages it can provide are examined in Chapter 2. Chapter 3 focuses on network-centric operations (NCO), including the relationship of NCO to the overarching Joint Operations Concepts (JOpsC), the NCO experience in Afghanistan and Iraq, the development of the NCO Conceptual Framework, and the conduct of NCO case studies. An overview of Joint and Service plans and initiatives to develop and implement network-centric capabilities and the growing investment in these capabilities by our allies and multinational partners are provided in Chapter 4.

The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.
