The purpose of this study is to determine what actions can be taken by American military forces to set conditions for conducting effective Military Information Support Operations (MISO) campaigns in counterinsurgency (COIN) conflicts. To find these actions, hypotheses built upon tenets found in American military Psychological Operations (PSYOP) doctrine were compared to empirical observations of PSYOP conducted in three COIN case studies from the 1950s and 1960s. Because COIN literature is ripe with assertions, such as Dr. Kalev I. Sepp’s, that “effective, pervasive psychological operations (PSYOP) campaigns” are inherent in successful COIN operations, it is ironic that few works discuss specific recommendations regarding the design and conduct of such campaigns. This study begins filling this literature gap by showing that MISO relationship to other operations holds greater significance in effective MISO campaign design than internal details such as the level of centralization. This finding supports contemporary calls for a more unified group of inform and influence practitioners within the United States military, as well as calls for the United States government to draft a National Information Strategy to better leverage this important element of national power.

Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

From the preface: "The 1966 'Human Factors' edition focused on the contemporary threat of Maoist insurgencies, particularly in Southeast Asia, and also drew extensively on World War II resistance movements in Europe. Much of this information is still relevant and has been retained and integrated. In the post-Cold War world, the most important insurgencies tend to be ethnic and religious. Long-simmering conflicts, sometimes with roots in colonial policies, have become prominent; examples include the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, Euskadi Ta Askatasuna (Basque Homeland and Freedom or ETA) in Spain, the Hutu-Tutsi genocides, the Ushtia �lirimtare e Kosov�s (Kosovo Liberation Army, or KLA), and the Provisional Irish Republican Army (PIRA). Battle lines in these conflicts are often drawn along ethnic lines, even when land or politics are the immediate issues in contention. The other important new category is extremist religious movements, most prominently Islamic groups, including regional insurgent movements like Hizbollah and Harakat al-Muqawamah al'Isla�miyyah (Islamic Resistance Movement, or HAMAS) and global movements like Al Qaeda. When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.
