African Commission on Human and Peoples’ Rights v the Republic of KenyaIn May 2017, the Ogiek indigenous community of Kenya successfully challenged the denial of their land rights before the African Court of Human and Peoples Rights (‘the Court’). Following an eight-year legal battle, the Court found that the Kenyan government violated seven separate articles of the African Charter in a land rights case that dates back to colonial times.This landmark ruling recognised that the Ogiek – and therefore many other indigenous peoples in Africa – have a leading role to play as guardians of local ecosystems, and in conserving and protecting land and natural resources. Union general, federal judge, presidential contender, and cabinet officer—Walter Q. Gresham of Indiana stands as an enigmatic character in the politics of the Gilded Age, one who never seemed comfortable in the offices he sought. This first scholarly biography not only follows the turns of his career but seeks also to find the roots of his disaffection. Entering politics as a Whig, Gresham shortly turned to help organize the new Republican Party and was a contender for its presidential nomination in the 1880s. But he became popular with labor and with the Populists and closed his political career by serving as secretary of state under Grover Cleveland. In reviewing Gresham's conduct of foreign affairs, Charles W. Calhoun disputes the widely held view that he was an economic expansionist who paved the way for imperialism. Gresham, instead, is seen here as a traditionalist who tried to steer the country away from entanglements abroad. It is this traditionalism that Calhoun finds to be the clue to Gresham's career. Troubled with self-doubt, Gresham, like the Cato of old, sought strength in a return to the republican virtues of the Revolutionary generation. Based on a thorough use of the available resources, this will stand as the definitive biography of an important figure in American political and diplomatic history, and in its portrayal of a man out of step with his times it sheds a different light on the politics of the Gilded Age.

Questions of minority representation have long plagued the U.S. voting systems. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States--and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.

At the beginning of the eleventh century, Catalonia was a patchwork of counties, viscounties, and lordships that bordered Islamic al-Andalus to the south. Over the next two centuries, the region underwent a dramatic transformation. The counts of Barcelona secured title to the neighboring kingdom of Aragon through marriage and this newly constituted Crown of Aragon, after numerous failed attempts, finally conquered the Islamic states positioned along its southern frontier in the mid-twelfth century. Successful conquest, however, necessitated considerable organizational challenges that threatened to destabilize, politically and economically, this triumphant regime. The Aragonese monarchy's efforts to overcome these adversities, consolidate its authority, and capitalize on its military victories would impose lasting changes on its governmental framework and exert considerable influence over future expansionist projects. In Victory's Shadow, Thomas W. Barton offers a sweeping new account of the capture and long-term integration of Muslim-ruled territories by an ascendant Christian regime and a detailed analysis of the influence of this process on the governmental, economic, and broader societal development of both Catalonia and the greater Crown of Aragon. Based on over a decade of extensive archival research, Victory's Shadow deftly reconstructs and evaluates the decisions, outcomes, and costs involved in this experience of territorial integration and considers its implications for ongoing debates regarding the dynamics of expansionism across the diverse boundary zones of medieval Europe.
