Desde hace más de dos decenios, el tema de la seguridad ciudadana constituye uno de los principales problemas sociales de casi todos los países de América Latina, cuyos ciudadanos están hondamente preocupados por fuertes incrementos de las tasas de criminalidad --en particular de los delitos violentos--, se sienten cada vez más inseguros en sus personas y bienes, y expresan su insatisfacción con respecto a la respuesta estatal ante el fenómeno delictivo. Enfrentados a una situación similar, los países más desarrollados están aplicando desde los años 70, nuevos enfoques y modelos en materia policial (policía de proximidad o de orientación comunitaria) y preventiva, sin embargo, todavía no se ha efectuado un balance-síntesis de lo hasta ahora realizado y, salvo raras excepciones, tampoco existen políticas públicas integrales en la materia; este trabajo presenta dicho balance y los principales lineamientos que permitan elaborar las políticas necesarias.

In No Apocalypse, No Integration Martín Hopenhayn examines the social and philosophical implications of the triumph of neoliberalism and the collapse of leftist and state-sponsored social planning in Latin America. With the failure of utopian movements that promised social change, the rupture of the link between the production of knowledge and practical intervention, and the defeat of modernization and development policy established after World War II, Latin American intellectuals and militants have been left at an impasse without a vital program of action. The feeling of insecurity is a little known phenomenon that has been only partially explored by social sciences. However, it has a deep social, cultural and economic impact and may even contribute to define the very structures of the state. In Latin America, fear of crime has become an important stumbling block in the region’s process of democratization. After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime. She describes its linkages to issues such as urban segregation, social attitudes, institutional trust, public policies and authoritarian discourses in Chile’s recent past.
